Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using DESIGN-BUILD selection procedures for a Pharmacy USP 800 at the Veterans Affairs North Texas Health Care System (VANTHCS) in Dallas, Texas. PROJECT DESCRIPTION: The project will include the design and construction schedule for the modification of the Pharmacy Area in the VANTHCS, including identifying the critical path. Project must meet and comply with new U.S. Pharmacopeial Convention (USP), USP 800 and 797 codes, regulations, requirements and compounding standards. More information, to include specifications and drawings, will be available when the solicitation is issued. The A/E shall provide a complete construction ready design, Scope of Work, construction cost estimate and percent-loaded construction schedule. The completed design will satisfy all requirements assuring compliance with all applicable local, state and VA/federal codes and guidelines. The proposed designs should include the following requirements: Complete architectural, structural, electrical, civil, mechanical, communication, and fire protection system design. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued on or about May 27, 2020. The period of performance is approximately 180 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $1,000,000.00 and $2,000,000.00. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to gregory.parkerjr@va.gov.
