Description
Under a Limited Source Procurement, NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit for services on behalf of the DASN, For Cost and Economics; Naval Center for Cost Analysis,(NCCA) in support of the Operating and Support Cost Analysis Models (OSCAM). It is intended to limit the source for this requirement to two contractors, QinetiQ, Inc and the incumbent, Decision Analysis Services (DAS).� These two vendors have direct experience and knowledge of the requirements of the PWS. Moreover, they are only two known contractors that possess the knowledge intimate enough to satisfactorily support this requirement. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR Part 13.5 and as supplemented with the additional information included in the notice. The award of a firm-fixed price (FFP), contract is anticipated. The primary purpose of this requirement is to provide continuation of OSCAM, used by the Navy cost communities in the development of operating and support (O&S) cost estimates of major acquisition programs, and to identify cost implications of changing sustainment practices of current fleet systems. Specifically, this effort will provide enhancements to OSCAM functionality, upgrades to comply with the requirements of the NCCA environment, as well as continued and enhanced training for OSCAM users. The OSCAM Models are System Dynamics-based models that perform time-stepped calculations within and among different model sectors to simulate ship and aircraft costs through the O&S phase of the platforms lifecycle. These tools are far and above more complex and comprehensive than any Excel-based cost model. A large part of the PWS concentrates on conducting training on the use of the models.� The majority of the students undergoing this training are Navy Cost Analysists with varying degrees of experience. �The successful offeror must have the experience, knowledge and ability to explain both complex modeling characteristics and cost estimating concepts/methodologies to students of varying technical backgrounds and experience. The government data supplied with the model undergoes specific formatting that is incorporated into the model.� Changing the fundamental architecture of the OSCAM model will require re-processing of the Visibility and Management Operation and Support Costs (VAMOSC) data to fit a new model shell significantly increasing the cost of producing, testing, and deploying a new model.� The successful offeror must have an integrated skill set that satisfies all the tasks of the PWS to include: expert systems dynamic modeling capabilities, knowledge of cost estimate methods and procedures, excellent communication skills, and knowledge in developing dynamic web-based training courses.� The successful offeror must be able to develop, execute, and perform verification and validation enhancement for existing models and address technical questions of how the models work and how to apply the models in real life situations. One of the program goals toward the end of FY20 and into FY21 is to broaden training capabilities for new users by developing on-line training courses.� This will increase the ability for �training on demand�.� It will also allow NCCA to step away from the current requirements of set numbers of training courses with pre-determined course lengths and fixed numbers of instructors.� Release of the Request for Proposals [RFP] will be via the internet. This notice is not a request for competitive proposals. Interested parties may download the RFP upon its issuance to the following websites: https://www.neco.navy.mil or https://www.fbo.gov/. �The closing date for receipt of proposals will be established in the RFP. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 541690, and the applicable Product Service Code (PSC) is R420. �The anticipated base year performance period for this procurement starting 24 July 2020 � 23 July 2021. It is anticipated that this contract will include four (4) one-year options in addition to the base period of performance. Additional information for this requirement will be listed in the solicitation upon its release. The anticipated solicitation number for this action is N0018920RZ087. Contractors must be registered in the System for Award Management (SAM) in order to be considered for award.
