Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Special Programs Office, Greenhouse Gas Measurement Program, intends to negotiate on a sole source basis with Rand Corporation of Santa Monica, CA, for building modifications required prior to establishing a network node required for measurements of greenhouse gases in this geographical region. The Greenhouse Measurements Science Research Program at the National Institute of Standards and Technology is focused on developing methods to measure the fluxes, or flows, of greenhouse gases (GHGs) to the atmosphere in cities. The greenhouse gases of interest are primarily carbon dioxide (CO2), and methane (CH4).� To facilitate this research, NIST established an urban GHG Measurements Testbed System located in three U.S. cities, one of these is in the Los Angeles Basin of Southern California. Fundamental to this effort is establishing and operating multi-node, atmospheric GHG concentration observing networks in each testbed location.� NIST and its collaborators use this data to determine GHG flows in and around each testbed location by combining it with weather and related information.� NIST research grants with private sector and university collaborators provide network observing node capabilities for each testbed.� Generally, network data streams are provided on a 24/7 basis along with one or more weather station(s) that are incorporated to provide local meteorological parameter observations. Most observing networks are situated on existing communications towers in testbed cities. One of the most persistent difficulties encountered in establishing a network is gaining access to desired node locations. A network node is needed in the in the Santa Monica area to monitor GHG concentrations of incoming and outgoing air along the western coast of the basin. After extensive research, the building wholly owned and operated by the RAND Corporation, was identified as a viable location for the required observing node. This procurement action requires only the building modification necessary to accept node observing equipment. SOLE SOURCE DETERMINATION IS BASED UPON ALL OF THE FOLLOWING: The building, located at 1776 Main Street, Santa Monica, California, is wholly owned and operated by the RAND Corporation. RAND Corporation is the only source that can authorize and execute the necessary modifications to their building. RAND Corporation is not affiliated with any third party or other company that is responsible for managing the building. RAND Corporation is the only source that can provide the required modifications. This notice of intent is not a request for competitive quotations; however, responses received by May 28, 2020, will be considered by the Government. Any party responding to this notice must provide written documentation that the RAND Corporation has authorized them to work with the Government for the required modifications. A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.����������������������� �
