Description
The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, Intends to procure a services contract on an other than full and open competition basis, in accordance with 10 U.S.C 2304(c)(5), Authorized or required by statute, and 15 U.S.C. 657f:� Procurement program for small business concerns owned and controlled by service-disabled veterans to Orange LLC, a SDVOSB, located at 4380 Via Entrada, Newbury Park, CA 91320. The Major requirement for this effort is for up to eighteen (18) computer-assisted simulations. This tasking involves the development of training scenarios for air-to-air, air-to-surface, surface-to-air, surface-to-surface, aerial target, and surface target engagements with associated training aids. Up to five (5) sets of Audit Results, twenty (20) instances of Customer Outreach, eighteen (18) supplemental documentation of the simulations,� one (1) standardization of Certification, Qualification, and Currency Requirements, one (1) set Standardized Briefing Material, one (1) set of Standardized Debriefing Material, as well as one (1) Range Training and Operating Procedures Standardization Manual may be requested. In addition to the aforementioned deliverables, monthly Status Reports that summarize items in progress shall be provided in accordance with the Contract Data Requirements List. The proposed acquisition is a performance based non-personal services, Firm Fixed Price (FFP), Single Award Contract with Options. The Government anticipates contract award in the fourth quarter of FY2020. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N6893620R0101 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The solicitation or Request for Proposal (RFP) is expected to be posted on Contract Opportunities at https://beta.sam.gov/ in June 2020.� The RFP will be locked. See note regarding Controlled Unclassified Information below. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) associated with this notice.� See the DLIS website for registration details: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.� Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.� Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration.� It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an ""Active"" status as the government cannot award to an entity without an ""Active"" SAM registration.� More information can be found at www.gsa.gov/samupdate.
