- This is Competition Announcement for a delivery order (DO) to be issued under the Training Systems Contract IV (TSC IV) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), for the procurement of training devices for the Egyptian Navy (EN) and the Royal Saudi Naval Forces (RSNF).� This DO will be procured per the authority under Federal Acquisition Regulation (FAR) 16.505. The Naval Air Warfare Center Training Systems Division (NAWCTSD) initially issued a Sources Sought on 18 September 2019 for the development, design, fabrication, installation, test, and delivery of one (1) Class �A� Full Mission Bridge (FMB) and one (1) Class �B� ship�s Conning Officer Virtual Environment trainer for the EN; see following link (https://www.neco.navy.mil/synopsis/detail.aspx?id=546730). In addition to the EN training devices, NAWCTSD intends to procure a Multi Mission Surface Combatant (MMSC) Bridge Part Task Trainer (BPTT) for the RSNF as part of this DO. � Program Title:� ���������������������������������������������� Egyptian Navy and Royal Saudi Naval Forces Navigation Trainer Program. ���������������������������� Program Description: ������������������������������������� Development, design, fabrication, installation, test, and delivery of ��������������������������������������������������������������������������������� one EN FMB, one EN COVE, and one RSNF MMSC BPTT.� �Note: The BPTT will be a copy of the U.S. Navy Littoral Combat Ship (LCS) 1 BPTT, and may include options for an expanded Bridgewing Console and Crew Served Weapon (CSW) module. The RSNF MMSC training requirements are mirrored upon the U.S. Navy LCS training requirements, hence the requirement for a BPTT. The BPTT is comprised of part-task training systems that provide practical application of Navigation, Seamanship, Shiphandling (NSS) and Conning Officer Virtual Environment (COVE) curricula, and meet the RSNF Navy Training System Plan (NTSP) requirements via training to qualify (T2Q) Watch Stander and training to certify (T2C) Bridge Team training. � Contracting Officer:�������������������������������������������� Sidney Galloway Phone: ������������������������������������������������������������������������ (407) 380-8331 Email:�������������������������������������������������������������������������� Sidney.galloway@navy.mil � Contract Specialist:��������������������������������������������� Donna Raimondi Phone: ������������������������������������������������������������������������ (407) 380-8298 Email: ������������������������������������������������������������������������� donna.raimondi@navy.mil � Estimated Solicitation Release Date:������ 3rd QTR FY2020 � Estimated Award Date:������������������������������������ 4th QTR FY2020 Anticipated Contract Type:��������������������������� Firm-fixed-price � Competitive/Sole Source:������������������������������� Competitive �������������� The purpose of this special notice is to inform industry that NAWCTSD intends to hold a Virtual Industry Day next Wednesday, 20 May 2020.� The Virtual Industry Day will be used as an opportunity for NAWCTSD to express its goals, schedule and solicit feedback about the above procurement. �NAWCTSD is still in the process of assembling the Government Furnished Information (GFI) for this effort.� All pertinent GFI will be provided to Industry as soon as they become available.� It is requested that all TSC IV small business contractors who are interested in attending the Virtual Industry Day submit a request to the above Contract Specialist via email, with the Procuring Contracting Officer (PCO) copied.� Interested parties are encouraged to include any questions regarding the EN/RSNF program (to be included in the same email).� The Government will provide interested contractors a teleconference number to dial in to. Team members are allowed to join the call. It is requested that the contractor limit their dial in to no more than 6. Your request should include the names, role, and organization of all planned attendees. The Government will provide a copy of the Industry Day slides, along with a draft Statement of Work (SOW) and Specifications (PRFs) via DoD Safe. In order to receive this information and any future GFI, the previously posted NDA must be completed and provided to the Government. Please note these documents and the information within the brief is draft and may change. Instructions regarding Questions and Answers (Q&As) are in the brief. Contractors unable to attend the Virtual Industry Day will not be excluded from competing for this effort.� Q&As will be posted to beta.SAM.gov as soon as possible after the conclusion of the actual event. This Industry Day and the subsequent GFI, may be the only information that is available to interested TSC IV small business contractors. The Government is still assessing if contractors will be able to visit the Surface Warfare Schools Command at Newport, Rhode Island to see an example of the U.S. Navy LCS-1 BPTT, FMB, and COVE. However, this the complexities of COVID-19 may prevent this. Any specifics regarding this will be addressed during the Industry Day. If the site visit is allowed, it will strictly be a quick tour of the devices, with no accompanying brief. The Government does not intend to award a contract on the basis of this Notice.� This Notice is for planning purposes only and shall not be construed as a Fair Opportunity Proposal Request (FOPR) or as an obligation on the part of the Government to acquire any products or services.�
