Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Concrete and Materials Branch (CMB) has a requirement to purchase a new high temperature thermal analysis system, the Monotonic Heating Thermal Analysis Machine (MMH-19). The ERDC intends to issue an award to Thermtest, Inc., 34 Melissa St Unit 1, Richibucto Road, NB, E3A 6W1, CANADA (NCAGE Code: L9713), on a sole source basis.� It has been determined that Thermtest is the only manufacturer of a monotonous heating thermal analysis system that can produce thermo-physical data on test samples that are analogous to actual concrete. The system will provide the ability to measure a material's response to temperatures not easily obtained by other equipment (1600C+), nor at the speed at which the Thermtest MMH-19 can achieve. The MMH-19 is not offered by third party resellers. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334516 with a size standard of 1,000 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil.� The solicitation number shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00 p.m. CST on May 17, 2020.
