36C25520Q0402 This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor who can provide the request service to furnish and install Air Handler Unit (AHU-101), to include removal/replacement of air handling unit to be replaced to match existing unit, ducts, piping, electrical and controls. The requested service will be performed in support of St. Louis Health Care System, Jefferson Barracks Division, located at 1 Jefferson Barracks Dr. St. Louis MO 63125 Classification System (NAICS) code for this acquisition is 561210 (Facilities Support Services) with a size standard of $41.5 Million. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service-Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act and VAAR 808.002 (Class Deviation), Priorities for use of Department of Veterans Affairs (VA). However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open solicitation may be published. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Email: frank.novello@va.gov Phone: 913-946-1962 Scope of Work: The St. Louis VA Medical Center (Jefferson Barracks) requires a replacement of AHU-101 at Building #1 at 1 Jefferson Barracks Dr. St. Louis MO 63125 to include removal/replacement of air handling unit to be replaced to match existing unit, ducts, piping, electrical and controls. The contractor shall furnish all parts and labor. Contractor should follow VA guidelines as follows: ASHRAE 170-2017; Ventilation of Health Care Facilities ASHRAE 90.1-2008; Energy Standards for Buildings Except Low Rise Residential VHA Directive 1116 Department of Veterans Affairs Office of Construction and Facilities Management Design Guide 70-2005 National Electric Code The purpose of this scope of work is to replace the existing air handling unit with a like unit based on the coils and fans of existing unit. Contractor will also rework existing electrical, fire protection, controls and include steam coil in air handling unit (no connection at this time). The air conditioning systems specified herein must be complete, functional, and operational in all respects. The Air Handling system shall be installed per VA guidelines to meet original design or as otherwise stated in following SOW. Work hours are to be during other than normal working hours. Monday through Friday 6:00am to 3:30pm. If it is a holiday weekend there may be an additional day added to schedule. Prior to bid, site visit required: To review disconnecting ductwork from Air handler Unit, disconnecting existing CW piping and Re-connecting existing ductwork and CW piping. Re-connecting to existing JCI Metasys automated Controls System, and Electrical panel. Re-insulating Ductwork with VA approved Insulation. AHU 101: Unit CFM Phase/Voltage/GPM AHU-101 Supply Fan 9,000 3ph/208V AHU-101 Return Fan 9000 3ph/208V AHU-101 Chilled Water Coil 42359 BTU/HR 84GPM AHU-101 Steam Coil 52407 BTU/HR 21GPM AHU-101 Chilled Water Coil 42359 BTU/HR 84GPM AHU-101 Steam Coil 52407 BTU/HR 21GPM AHU-101 Chilled Water Coil 42359 BTU/HR 84GPM AHU-101 Steam Coil 52407 BTU/HR 21GPM GENERAL REQUIREMENTS The Contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to remove and replace (1) Air Handler Unit, (2) Any Ductwork and Insulation (3) CW and Condensate piping at Jefferson Barracks Division Veterans Affairs Medical Center, as described herein. Remove existing AHU-101 to include any ductwork, insulation and piping from CW and condensate. Disconnect Chilled Water Coil and condensate piping and dispose of old equipment at an offsite disposal site. Furnish and Install (1) like replacement AC unit, to include return fan, supply fan and all dampers for outside air and mixed air. Re-attach to existing ductwork and provide, re-attach all necessary chilled water and condensate piping to newly installed chilled water coil. Tie into existing JCI Metasys automated controls system and electrical panel. All wiring shall be in accordance with the National Electrical Code (N.E.C.).
