Description
The North American Industry Classification System (NAICS) code for this procurement is 326112 Plastics Packaging Film and Sheet (including Laminated�with a small business size standard of 500 employees. The acquisition is being compete as a total small business set aside. This is a pre-solicitation/synopsis notice for Currency Packaging Film. Description of the Requirement: The Bureau of Engraving and Printing has a requirement for Currency Packaging Film�to be used as packaging material for the transport of U.S. currency at the DCF and WCF. The BEP has developed Specification Number F: SW-6, dated August 12, 2015 for this requirement. This specification establishes performance and acceptance requirements for currency packaging films for use on BEP packaging processing equipment, BEP COPE presses Super Numerota No. 2 and Model 212; Large Examining and Printing Equipment (LEPE) as well as potentially the Single Note Inspection (SNI) equipment. The materials shall be suitable for currency packaging in the Bureau of Engraving and Printing, hereinafter referred to as the BEP. The period of performance for the base year of this requirement is 08/21/2020 � 08/20/2025. The government intends to award this as a fixed unit price Indefiite Delivery Indefinite Quantity (IDIQ) type contract�in accordance with FAR Part 15.102-3 Lowest Price Technically Acceptable Source Selection Procedures. All interested parties should submit proposals�based on the criteria detailed in the attached Specifications once the official solicitation is posted.��The official solicitation is projected to be posted on or around May 29, 2020. Standard commercial terms and conditions will apply to the resultant solicitation�once posted. Minimum conract value is estimate to be $11K and will be satisfied via the first delivery order. The estimated contract maximum is $18M. (These values are subject to change) The award will be based on the following evaluation criteria.�See below: EVALUATION CRITERIA � Volume I Material Sample Evaluation �Impact and Tear Resistance �Cash-Pak Film Thickness Performance in Processing Environmental Health and Safety Quality Assurance Plan Evaluation Criteria-Volume II Past Performance EVALUATION� - Volume III Price* Evaluation will be based on an acceptable/unacceptable basis and past performance will be based on an acceptable/unnacceptable/nuetral basis.
