- This is a request for information to develop a solicitation bid schedule for an IDIQ contract for Pre-Construction Asbestos Surveys. The area that will be covered is VISN 19 and the VA Medical centers and associated clinics in Salt Lake City UT, Grand Junction CO, Denver CO, Oklahoma City, Muscogee OK, Cheyenne WY, Sheridan WY, Ft Harrison MT but no limited to those areas in VISN 19. Pre-Construction Asbestos Survey (NESHAP) for upcoming projects. The contractor will be required to collect all samples and for the testing services, which includes visual assessments and bulk sampling of building materials, for all areas that the matrix of any building materials may be disrupted during the project. The contractor is responsible for providing all labor and materials to collect samples. Any sampling that damages the substrate shall be repaired, by the contractor, with a matching non-asbestos encasing material. The contractor shall practice safe sampling procedures to ensure that all VA employees, patients and visitors are protected from potential exposure to airborne asbestos. All field work shall be conducted by a UDEQ Asbestos inspector. The samples gathered shall be analyzed in a laboratory accredited through The National Voluntary Laboratory Accreditation Program (NVLAP) via Polarized Light Microscopy (PLM) utilizing EPA Method 600/M4-82-020. If samples have layered materials, the laboratory shall treat each layer of material as an individual sample. The contractor shall ensure performance of field sampling, laboratory and field testing in accordance with applicable EPA, ASTM, ISO, and all federal, state and local regulations. Once all inspections have been conducted and samples have been analyzed, the contractor shall present the Medical Center with an Asbestos Containing Material (ACM) Survey and Report of the areas in question in accordance with NESHAP and Utah R307-801. The contractor shall also include survey results with sample results, sample locations, updated drawings of sample results and locations which includes known abated locations. The contractor shall also include a final report with an introduction, executive summary, sampling methods, survey results, conclusions, asbestos conditions and locations, pictures drawings, and specifications.
