- Begin Word Document - 'FBO-DESCRIPTION: Combined Synopsis Laser Marking and cataloging. This is a Brand Name or Equal combined synopsis/solicitation. This is an open market solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes under solicitation number: 36C26220Q0794 The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking open market sources that can provide BRAND NAME or EQUAL Instrument Laser marking and cataloging that meet the following salient characteristics for the VA San Diego Healthcare System: Project Scope This establishes the requirements to use laser marking technology to review instruments for existing marks, determine the quality of existing marks, mark, identify and commission surgical instruments so the instruments can be identified and tracked. Awardee shall be responsible for the overall execution of the marking process, to include management of equipment/personnel and communication and reporting. The two primary tasks are: Management of the Marking Operation and Marking and Commissioning of Instruments. Management of the Marking Operation Manage the installation of the marking system within agreed upon space. Ensure that all equipment needed to complete the marking is on site and in working order. Document any issues found and communicate these to the Customer. Document status on a periodic basis to client for schedule and issues visibility Manage marking and commissioning resources. Marking and Commissioning All instruments will be examined to determine if they have an existing mark. Instruments without marks will be laser marked and commissioned in compliance with EDA Standard 4.0 descriptions. If an instrument with a preexisting mark does not scan properly, the existing mark will be buffed off, a new laser mark applied, and the instrument will be commissioned in compliance with EDA Standard 4.0 descriptions. -Client is responsible for reprocessing all instruments following the recommended processes and procedures as outlined by the instrument manufacturer. -Instruments will be reviewed for legible Vendor Names and catalog numbers. Per EDA Standard 4.0, instruments without a Vendor Name will have NVN entered as the Vendor Name and instruments without a catalog number will have NMN and the stencil number entered as the catalog number. -The Marking Technician will enter a description of the instrument based on their knowledge and experience. -Instruments that are of an odd size, shape or configuration that prevent them from being laser marked, shall be returned to the sterile processing unit as unable to mark. -If the instrument material is not conducive to receiving a laser mark, the instrument shall be returned to the sterile processing unit as unable to mark. -Unless otherwise agreed upon, instrument data will be cross referenced to the VA Gold File and uploaded to CLIENT s production environment as soon as possible after completion of the marking work. Quality Control The following Quality Control (QC) requirements have been developed to ensure that all site implementations are provided an appropriate level of monitoring. These activities should afford the CLIENT team with a reasonable and achievable level of activity intended to assure and/or improve the quality of the marking and commissioning. This approach evaluates both the physical and data characteristics, identifies concerns or shortcomings in the delivery of services, provides the ability to overcome any identified deficiencies, and monitors the effectiveness of any required corrective actions. If not, is your company considered small under a related NAICS code? Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? Please provide general pricing for your products/solutions for market research purposes. Please submit your capabilities in regard to the salient characteristics being provided and any information pertaining to brand name or equal to items to establish capabilities for planning purposes? The solicitation will be in accordance with FAR Part 12, 13, and 19, Acquisition of Commercial Items, Simplified Acquisition Procedures, Small Business Programs, and Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 339112. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm-fixed-price contract. The Contract begins on the date of award. Due to time constraints, responses to the solicitation shall be due on Tuesday, May 19, 2020 at 11:00 AM PST.
