Description
Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue a Request for Proposal (RFP) for contractor support, specifically, an Educational and Training Staff Training Coordinator. � Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB), 2) be nominated to the bidders list by the U.S. Government, and 3) have performed contracts within the last five years substantially similar in scope to the requirement described in the solicitation. In addition, contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO Secret level security clearance, and have appropriate professional training and experience in a related field. � The reference for this project is RFP-ACT-SACT-20-38. Partial bidding is not authorized. REQUIREMENT HQ SACT�s Staff Training Coordination Section (STC) is HQ SACT's vehicle for education and training, delivered to all personnel serving with HQ SACT. The STC mission is to provide residential education and training for staff personnel in order to ensure that every member is fully trained and educated to work effectively. The essential role of STC is to furnish timely and effective educational and training events for familiarization with NATO Alliance and Allied Command Transformation (ACT) by facilitating a thorough understanding of ACT's output, structure, and working processes. The contractor provider's main area of responsibility will be to oversee and manage the procedures required for a candidate to enroll in a specific course at NATO School Oberammergau. The service includes being the Single Point of Contact at ACT and being responsible for completing all students' enrollment with efficiency and accuracy. BIDDING PROCEDURE NATO ICB requires that the U.S. Government issue a Declaration of Eligibility (DOE) for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB.� U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.� The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities �� The application and supporting documentation may be submitted as e-mail attachments.� If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a DOE for the project.� The Department of Commerce will transmit the DOE to the NATO contracting agency.� IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 19 May 2020 HQ SACT issues RFP (target): 22 May 2020 HQ SACT will directly email the RFP to all potential bidders. Bid closing (target): 24 June 2020�������������������������������������������������������������������������������������� Period of performance: On or around 1 July-31 December 2020, with the possibility of one 6-month option period of 1 January-30 June 2021.
