Description
The Federal Transit Administration (FTA) of the United States (U.S.) Department of Transportation (DOT) provides financial assistance to local transit agencies, regional transportation authorities, state departments of transportation, and metropolitan planning organizations that are responsible for providing transportation services nationwide. FTA�s federal funding support a variety of locally planned, constructed, and operated public transportation systems throughout the nation, including buses, subways, light rail, commuter rail, streetcars, passenger ferry boats, inclined railways, and people movers. Currently, FTA is conducting this market research effort via a Request for Information (RFI)/Sources Sought Notice to survey the industry concerning contractor acquisition support.� This notice is an announcement seeking market research information on actively certified 8(a) small businesses that believe they are capable of providing the services described in the attached Statement of Work (SOW).� The current procurement is in the 8(a) small business program.� The current incumbent performing these services�is Hanks, Hanks & Associates. The technical capability package response for this RFI/Sources Sought Notice is not expected to be a proposal, nor will any award be made from it, but rather specific detailed information regarding the company�s existing experience in relation to the areas specified in the SOW for information and planning purposes only.� The Government will not accept simply submission of your firm�s standard brochure of capabilities as a response to this RFI/Sources Sought Notice. The Government will not be responsible for any cost incurred by interested parties in responding to this request. �A draft SOW is attached to this RFI/Sources Sought Notice.� As it relates to the RFI/Sources Sought Notice, a technical capability package response must be submitted to address all of the following: (1) Does your firm have the relevant past performance within the last three years (include in response contract number (General Services Administration (GSA) Indefinite Delivery, Indefinite Quantity (IDIQ) contract and commercial industry market), contract type, total dollar value, point of contact (POC), and a brief description of the work performed)?, (2) Corporate Experience � Does your firm have the work experience similar in nature, scope, complexity, and difficulty as described in the SOW attached to this RFI/Sources Sought Notice?, (3) Please provide the labor categories with descriptions and qualifications which your firm utilized for performance of work relevant to the SOW attached to the RFI/Sources Sought Notice, (4) Has your firm performed these services primarily utilizing the labor categories described in FTA�s SOW for performance on-site or off-site? and (5) As it relates to acquisition support, please address whether your firm used an off-site Project Manager to oversee the acquisition support contractor personnel for performance and was not a direct charge to the contract as it was considered an expense in your firm�s overhead. Along with your technical capability package response, please include specific information that addresses your firm�s capabilities to provide services as described in the attached SOW that are considered relevant.� Your firm must address how services relevant to the SOW attached to this RFI/Sources Sought Notice are performed for clients.� Please provide your company�s legal name, POC, address, phone number, email address, cage code and your business classification along with your technical capability package response.� If your firm has a specific North American Industry Classification System (NAICS) code to recommend for these specific type of services, please include it in your response to this RFI/Sources Sought notice.� Please do not submit just a standard brochure or pamphlet concerning the types of services your firm offers, organizations services were provided to etc. Responses are being sought concerning this RFI/Sources Sought Notice from active 8(a) small businesses.� Complete technical capability package responses to this RFI/Sources Sought Notice must be no more than 8 pages and submitted electronically only to Mrs. Stephanie Cooke-Nwadibia, Senior Contracting Officer, via email at Stephanie.Cooke-Nwadibia@dot.gov by 3:00 pm Eastern Standard Time (EST) on May 20, 2020.� Please note that the Government will not be compiling a bidders list for this RFI/Sources Sought Notice nor posting one.
