- The U.S. Army Contracting Command New Jersey on behalf of the U.S. Army Project Manager for Maneuver Ammunition Systems (PM MAS), Picatinny Arsenal, NJ is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the production and delivery of 13.� The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The Government requires the manufacture and delivery of up to a total quantity of 192M AA40, 5.56mm, Frangible, MK311 cartridges during the FY22-FY27 timeframe. The 5.56mm, Frangible, MK311 cartridge shall be built to Performance Specification, PRF16001A0006 w/AMENDMENT 1 dated 26 June 2019, Distribution Statement D. The Government does not intend to provide the performance specification for market research purposes; however, for the future please be reminded that a DD Form 2345 Militarily Critical Technical Data Agreement (enclosure 2), certified current by the U.S. and Canada Joint Certification Office (JCO) and a Non-Disclosure and Non Use Agreement will be required prior to release of the data.� �The Government plans to award a single five year Firm Fixed Price Indefinite Delivery/Indefinite Quantity Contract. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate their ability to obtain these resources in a timely fashion.� If a respondent chooses to utilize services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the criteria
