Description
The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide all labor, material, equipment, supplies, facilities, and services required to perform Repair and Alteration of Vessels such as Tug Boats, Crane Barges, and Scows.� The services shall be performed in strict accordance with provided specifications at time of solicitation.� The Government is considering evaluating the cost of transporting the plant (Tug, Crane Barge and scow) into the final price evaluation at time of award. The current location is 6309 West Jefferson Avenue, Detroit, MI 48209 . The approximate physical dimensions and physical data of the plants covered by these specifications are as follows: Type of Plant Sea-going Tug Length, overall 108-ft. Max Beam - Including Guard Rails 29-ft. Max Height - Exclusive of Mast, Antenna, Etc. 34-ft, Displacement 344 Long Tons Draft, light 13-ft Horse Power 2,000 hp Construction Steel, welded Type of Plant Crane Barge Length, overall 150-ft. Max Beam - Including Guard Rails 46-ft. Max Height � Including spuds lifted, Antenna, Etc. 65-ft. Displacement 1,000 Tons Draft, light 5.0-ft Construction Steel, welded SCOW� Type of Plant Barge Length, overall 120-ft. Max Beam - Including Guard Rails 33-ft. Max Height 10-ft. Displacement 350 Tons Draft, light 3-ft Construction Steel, welded Services being considered include: DOCKING AND UNDOCKING Drydock the vessel to complete all underwater work specified herein including sight and survey, inspection, repairs, and to re-float the vessel upon completion of all work. The Tug will require: 240volt, single phase, 100 Amp connection, AC current. The power cord must have adequate length to prevent kinking or parting. All parts of the power supply must have proper chaffing at pinch points and bends. This will give the Government the capability to use its electric deck winches and auxiliary power supply�s during shipyard repairs. Contractor shall supply an equivalent/compatible electrical shore connection. CLEAN HULL FOR VISUAL INSPECTION Pressure wash the hull, propellers, rudder and any other item of the vessel from the water line down as needed for visual inspection. This effort is to remove all sea growth as well as any zebra mussels that may have attached to the hull and make a better assessment of the condition of the steel hull, rudder, propeller, and sea chests. The pressure wash shall be a minimum of 2500 PSI. A thorough visual inspection of the exterior hull plate, welds, seams, etc. shall be made immediately after completion of the pressure wash cleaning to determine the condition of the hull. Other inspection, test, and repairs may include: ULTRASONIC TESTING SPOT SANDBLAST AND SPOT PAINT HULL FINAL PAINT COATING HULL OPEN AND RECONDITION SEA CHESTS & VALVES INSPECTION OF TRANSDUCER WELL AND REPLACEMENT OF TRANSDUCER INSPECTION OF RUDDER INSPECTION OF PROPELLER HULL PLATE REPAIR The U.S. Army Corps of Engineers Detroit District contemplating to solicit this requirement using simplified acquisition procedures as a commercial service. The Government will evaluate the potential offerors based on past performance, experience with similar work, proposed schedule, and price. The result of the market research will contribute to determining the method of procurement and feasible set-aside opportunities. This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The contractor will complete the required work inbetween October and December. The contract is expected to be solicited around June or July 2020. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this sources sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
