- Combined Synopsis/Solicitation (Best Value) This is a request for quote for A/C system troubleshooting and services on the NOAA ship Rainier at NOAA�s Marine Operations Center - Pacific Islands on Joint Base Peal-Hickam, Honolulu, Hawaii. This requirement is a local areas set aside under National Emergency Declaration of March 13, 2020 due to COVID-19. Due to current guidelines, shelter-in-place, and Hawaii�s current 14-day mandatory quarantine for all out-of-state travelers, only locally based vendors in accordance with 52.226-3 Disaster or Emergency Area Representation� (NOV 2007) will be considered. This provision can be found in the attached Terms and Conditions. Furthermore, All contractors must comply with the following COVID-19 precautions before reporting and while working aboard an OMAO ship to avoid virus transmission and to facilitate cleaning of spaces and equipment after work is completed. 1.� Complete the DOC Facility Access Justification Form and obtain permission�from the senior facility manager to enter the facility before the first day on site.� � � 2.� Use the COVID-19 Medical Phone Roster to obtain the name and phone number of the medical officer for the ship then obtain medical approval to report each day before going aboard the ship.�� 3.� Wear a cloth face mask at all times while on the ship unless respirator use is required to complete the contracted work. 4.� Only enter spaces as needed to complete contracted work. 5.� At the end of each work shift notify the Officer of the Deck of all spaces entered and equipment handled during the shift."" This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7100-20-01076 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. (iv) This is a small business set-aside. The NAICS code for this acquisition is 336611, Ship Building and Vessel Repair Services; the small business size standard is 1,250 employees. This solicitation is also open to companies whose primary NAICS is service to A/C systems, and have the proper experience for repairs to vessels. The Service Contract Act applies to this acquisition. (v) Line items are as follows: CLIN 1:� Pricing to for work items identified in the SOW. CLIN 2: Additional Hourly Rates (vi) Description of requirements for the items to be acquired:� The NOAA ship Rainier requires troubleshooting of the A/C system, and replacement of the replacement of the compressor shaft mechanical seal, delivery of a conditions-found report, and any additional required repairs. Vendor will need to provide a quote for the items in the attached statement work, as well as additional hourly rates. Vendors will need to follow COVID-19 medical screening rules and proper PPE use while servicing the vessel� � � � � � � � � � � �� Quote must be provided on company letterhead. This solicitation closes 05/22/20 at 0800am PST.
