- Osprey Synopsis The Transportation Security Administration (TSA) intends to negotiate a sole source contract with Osprey Flight Solutions, Inc. 200 Continental DR STE 401 Newark DE, 19713-4337 in accordance with FAR 6.302-1, for 500 OSPREY Risk Management Subscriptions required by Transportation Security Administration, (TSA) Office of Intelligence and Analysis (OIA), Field Intelligence Integration Division (FIID) and Office of Contracting and Procurement (OCP). Accordingly, the TSA intends to enter into a sole source contract for Osprey Flight Solutions on the basis of other than full and open competition. This is a new contract that will be put in place after award. The proposed Osprey contract action for 500 Risk Management Subscriptions over a three-year period that is capable to forecast and assess aviation threats, overflight risk, and provide additional threat intelligence and alerting for aviation incidents for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302. More specifically, the ability to produce aviation specific data with analytics, visualizations and trend identification; to provide instantaneous risk analysis and assessment reports for airports, countries and airspace; the ability to receive and integrate flight plan data from flight planning software or regulatory body API enabling instant and automated flight risk assessments; the display of any set or subset of flights through an interface that enables instant identification of relative risk; pushed alerts relating to significant threat and risk incidents as well as trend and pattern identification; the use of a data driven methodology using machine learning techniques to ensure accuracy, consistency and objectivity. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly.� Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. Vendors who choose to respond please indicate which if any requirements can be met by the vendor that are outlined preceding. This notice of intent is not a request for competitive proposals. However, all responses received within 30 days of publication of this synopsis will be considered by the Government.
