Special Notice N0016420SNB55 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code:� AD95 � Research and Development, Operational Systems Development NAICS Code:� 541720 � Research and Development in the Social Sciences and Humanities Response Due Date:� 15 June 2020 Request for Solutions: RADIO FREQUENCY SPECTRUM DOMINANCE (RFSD) PROTOTYPE PROJECT PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions for a prototype that will collect RF signals between 40 MHz and 6GHz, analyze the signals, compare against a baseline environment, and automatically alert warfighters to anomalous signals. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 2371b.� � BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � PROJECT OVERVIEW The DoD desires the capability to detect and counter emerging threats in the electromagnetic spectrum (EMS), providing warfighters with an enhanced understanding of their battlefield environment. The RFSD prototype project aims to collect and analyze RF signals to compare against a baseline environment, and automatically alert Warfighters to anomalous signals.
