Description
This is a Sources Sought synopsis only. This notice is not a solicitation and there will not be a Request for Proposal (RFP) issued at this time. This notice is a market research tool only, to determine the availability of qualified Small Business sources. The Kansas City District, US Army Corps of Engineers is seeking qualified Small Business (SB) vendors which primarily perform work under the NAICS classification 237310 ""Highway, Street, and Bridge Construction."" The applicable Small Business size standard is $39.5M. Work will be performed in the following states. IOWA: Rathbun Lake KANSAS: Clinton Lake, Hillsdale Lake, Kanopolis Lake, Melvern Lake, Milford Lake, Perry Lake, Pomona Lake, Tuttle Creek Lake, Wilson Lake MISSOURI: Blue Springs Lake, Harry S. Truman Lake, Long Branch Lake, Longview Lake, Pomme de Terre Lake, Smithville Lake, Stockton Lake NEBRASKA: Harlan County Lake The government is considering the possibility of awarding a Multiple Award Task Order Contract (MATOC) ,Indefinite Delivery\Indefinite (IDIQ) with a base period of performance of three (3) years with two (2) option years. Actual work would be completed under separate task orders which would have defined periods of performance. The anticipated Capacity of this contract would $20,000,000. Description of Requirement: Contractor(s) shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform work as defined in the Statement of Work of each task order. Includes maintenance, repair, rehabilitation, reconstruction and new construction of roads and road accessories within the Kansas City District. Road base and subgrade earthwork including excavation and embankment, grading, subgrade modifications; and aggregate base, surfacing, and shouldering.� Asphalt pavement including hot mix asphalt (HMA) paving, patching, overlays, pavement widening, full-depth reclamation, and cold milling. Concrete pavement including paving (PCCP), patching, parking lots, sidewalks, curbs and gutters.� Pavement preservation treatments including crack filling/sealing, chip seals, surface sealing, microsurfacing, Incidental construction; pavement marking, guardrail, slope protection, erosion culverts and roadside improvements. Responses: This Sources Sought notice will be used to make appropriate acquisition decisions. After review of the responses to this Sources Sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website at www.fbo.gov. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. Project Location (Geographical Area) Includes all geographic areas within USACE Kansas City District's areas of operations. Submission Requirements: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number. 3. Offeror's interest in providing a proposal if a solicitation is issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size. 6. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 8. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. 9. Have you performed any of the types of work listed in the description of the requirement? If so, list the types of work performed. How much of each type of work did you complete as the prime or sub-contractor? 10. Please respond with all above info by deadline posted with this notice and please limit your response to 20 pages. Responses may be emailed to Joshua.m.higginbotham@usace.army.mil Summary: This Sources Sought notice is to assist the Corps of Engineers with market research. If a solicitation is issued, it will be announced/posted in Federal Business Opportunities (FBO) website with sufficient time for all interested parties to respond accordingly. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from the small business sector, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a Sources Sought announcement, no debrief, evaluation letters, or results will be provided to the participants.
