Description
The United States Marine Corps Regional Contracting Office MCIWEST at Camp Pendleton, CA is requesting information as detailed below. Sources Sought/Request for Information (RFI) Synopsis: The Regional Contracting Office MCIWEST is issuing this sources sought synopsis as a means of conducting market research to determine if there are a sufficient number of qualified businesses interested in and capable of providing chemical toilet and handwashing station services at Marine Corps Base Camp Pendleton, CA, Marine Corps Recruit Depot San Diego, CA, Marine Corps Air Station Miramar, CA, and Naval Weapons Station Fallbrook, CA. The result of this market research will contribute to determining the method of procurement in accordance with FAR Part 12 (Commercial).� The North American Industry Classification Standard (NAICS) code for this project is 562991 - Septic Tank and Related Services with a size standard of $8.0M.� NAICS code compliance will occur when proposals are submitted.� Proposals are not to be submitted at this time.� This is a Request for Information, NOT A REQUEST FOR PROPOSAL/QUOTE. Scope of Work: The contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, transportation, and other items necessary to provide the services required. The contractor shall be responsible for all cleaning, placing, and relocating of products as required by customer requests and contract guidelines. The contractor shall also be responsible for removing all waste collected from the respective installation(s) and transportation of the waste to an approved waste disposal site. The contractor shall pay the costs for all waste discharge fees and transportation associated with removal of waste to the disposal site. Most chemical toilets are permanently located. Additional chemical toilets/equipment will be used for shorter periods to support special events, field training exercises, and other situations. Many of the services required will be in rugged off-road locations and will require all-terrain vehicles. Work is to be performed in range areas, field training areas, and populated areas. Responses to Request for Information: Contractors are reminded that this is a REQUEST FOR INFORMATION and IS NOT A REQUEST FOR PROPOSAL/QUOTE. Responses to this notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Telephone inquiries will not be accepted or acknowledged, and respondents will not be notified of the results of any government assessments.� It is requested that interested businesses submit to the contracting office a brief capabilities statement.� The capabilities statement must clearly detail the firm's ability to perform all aspects of this notice and must include the following: Company Profile to include: Organization name, address, email address, Web site address, telephone number, Size and type of organization, number of employees, office locations if multiple, DUNS number, CAGE code, Statement regarding the socio-economic status of the company (8a, HUBZone, SDVOSB, etc.) based on the above identified NAICS. Proposed Methodology to include managing multiple sites in the geographic area of responsibility. Relevant Experience to include: Experience in performing efforts of similar size and scope within the last three years.� Please include a brief description of the project, contract number, contract value, and an agency point of contact to include current telephone number.� The information received will be utilized to assist in formulating the acquisition.� All responses will be treated as proprietary.� THE DEADLINE FOR RECEIPT OF SUBMISSIONS IS 14 MAY�2020 by 1500 (PDT).
