United States Environmental Protection Agency (EPA) Cincinnati Acquisition Division (CAD) SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT NOTICE AND IS FOR MARKET RESEARCH ONLY. This is not an Invitation For Bid (IFB), Request For Quotation (RFQ), or Request For Proposal (RFP). No solicitation is currently available. Unsolicited proposals will not be accepted. Funding is not available at this time. The United States Environmental Protection Agency has not made a commitment to procure any of the items or services discussed, and release of this sources sought should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. The EPA is issuing this Sources Sought as a means of conducting market research to (1) identify parties having the capability to support ALL tasks outlined in the attached DRAFT Statement of Work (SOW) on behalf of the Office of Pesticide Programs, and (2) identify parties who can fully support this effort without a conflict of interest. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620 Environmental Consulting Services, with an applicable size standard of $15 million. The EPA plans to issue a multiple-award, five-year, Indefinite-Delivery, Indefinite Quantity contract for the requirements listed in the DRAFT SOW. Not responding to this Sources Sought does not preclude participation in any future RFP, should one be issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. DESCRIPTION: The EPA is seeking information regarding the attached DRAFT Statement of Work (SOW) entitled, "" Technical Support for the Assessment of Pesticide Regulatory Activities�. 1. All capability statements shall be no longer than 15 pages, including Title page, and shall include: a. Firm name, address, DUNS, NAICS code, firm�s business status under NAICS 541620 (i.e. small or large business, 8(a), certified HUBZone, etc.), and names and contact information for principal owners including partners, small business subcontractors and/or joint venture arrangements. This information shall be included on the Title page, page #1. � 2. Include on Page Two of the submission the identification numbers for each task found in the draft Statement of Work. Example: Task 1 � Project Management found on page XX 3. Capabilities statements shall also include the following: a) A statement of acknowledgement your firm has no conflict of interest due to working with/within industry. b) Demonstration of your firm's capability to meet ALL requirements as indicated in the DRAFT SOW. Include recent and relevant corporate experience for contracts that your firm has held in the last five years that are similar in scope and complexity to the DRAFT SOW. Descriptions shall include contract numbers and dollar amounts. c) Provide the following: (a) firm�s average number of employees; (b) firm�s current available capacity not currently committed to other contracts; and (c) a description of the firm�s accounting system for estimating and accumulating costs under cost reimbursement contracts and whether or not those system(s) have been audited and/or approved by any Government agency. d) Describe the contract types your firm has experience with for a requirement of this nature (i.e. firm fixed price, labor hour, time-and-materials, cost-reimbursement). Additionally, indicate if your firm�s accounting system can support hybrid contract types. For example, can it support, both, cost reimbursement and fixed price contracts? e) Core Readiness - Describe how members will be recruited and trained to maintain a high level of technical expertise. Describe how staff turnover may be minimized to maintain continuity of the team. f) Describe your staffing plan and technical approach for supporting the scope described in the DRAFT SOW requirements. Additionally, describe the training, initial and ongoing, your firm provides your staff to minimize and/or eliminate the learning curve for new staff. g) A goal of this requirement is to better improve efficiency and effectiveness, as well as realize greater cost savings, without negatively affecting quality, performance, or timeliness. Your firm may suggest recommendations on ways to improve the DRAFT SOW to achieve these goals. Responses to this Sources Sought announcement are to be sent via email to Sean Young, Contract Specialist, at young.sean@epa.gov. Responses shall be submitted and received no later than 2:00pm Eastern Time on June 8, 2020. At this time the EPA is not accepting questions pertaining to this Sources Sought. Telephone inquiries will not be accepted, and no feedback or evaluations will be provided to firms regarding their submissions. The EPA will not reimburse firms responding to this notice for any costs incurred in responding to this Sources Sought or any subsequent exchange of information. All interested firms must respond to future solicitation announcements separately from responses to this Sources Sought to be considered for the solicitation, if one is posted.
