Description
The FAA's Flight Program Operations requires services to accomplish the certification of aircraft modifications and associated project management.� Flight Program Operations performs various missions that require airborne operations. These include Aviation Safety Training; Flight Inspection; Research, Development, Test and Evaluation; and Critical Event Response, and Transportation.� FAA Flight Program Operations maintains and inspects aircraft under an approved 14 CFR Part 135 operating certificate and 14 CFR Part 145 Certificated Repair Station. A draft Performance Workstatement Statement (PWS) is provided as an attachment to this survey.��If a contract award is executed to meet this requirement�services will primarily be accomplished at the Mike Monroney Aeronautical Center in Oklahoma City, OK. Services may also be accomplished at a site selected by the contractor when direct access to the aircraft is not required.� The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and can show capability of meeting this requirement. The North American Industry Classification System (NAICS) code and size standard for this effort is:� 541330 Engineering Size Standard:� $15M Responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal or quote of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing a response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor�s expense.� The Contractor must furnish all labor, tools, parts, software/hardware/firmware, expendable and consumable items, and other technical and administrative support as necessary to meet the technical requirement for these services. In order to meet the capability determination the FAA requires the following from interested vendors: Capability Statement � Vendors should clearly state they have the necessary�capabilities to meet this requirement and include the following: - Type of services provided by your firm - Size and services of�a similar nature�provided on previous contracts - Documentation that clearly shows the interested vendor can meet this requirement and holds a valid Organization Designation Authorization (ODA) to provide Supplemental Type Certificate (STC) services and related project management for modifications to FAA aircraft. If a contract is awarded for this requirement, the FAA has an engineering staff that will work with the contractor to develop the modifications.�� The flight inspection mission requires specific equipment to measure signals in space for the flight inspection of Navigational Aids (NAVAIDS), Instrument Flight Procedures (IFP), surveillance systems, lighting systems, and communication systems. The Flight Inspection System (FIS) being developed by the FAA is the Modular Mission System (MMS).� The MMS is a removable FIS that will allow aircraft to be placed in different mission configurations.� The Flight Program Operations contemplates obtaining contract support for the execution of delegated STC approval authority to develop and install the MMS on FAA aircraft, related engineering support, and project management of related projects. Flight Program Operations requires certification for�anticipated aircraft�modifications.
