Janice Fornaro Page 5 of 5 QUESTION(S) #1 I noticed that this project is set aside for: Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14).� I am just checking to see if you have enough participation from this category. Are you accepting bids from small business companies on this project? ANSWER(S) #1 Yes, this is only set-aside to Service-Disabled Veteran-Owned Small Business. If no quotes submitted meet our needs, it will then be set-aside to Veteran-Owned Small Business. If no quotes submitted meet our needs, it will then be set-aside to Veteran-Owned Small Business. Currently we are not accepting bids from small businesses. QUESTIONS(S) #2 Are you able to provide the sign in sheet from yesterday? ANSWER(S) #2 In my option the sign-in sheet is a public document because it was available to the public on the date of the site visit, therefore, I am attaching a copy of that document below: S04 Sign in Sheet 04-29-2020.pdf Please be advised that some Contracting Officers could and would instruct you to submit a Freedom of Information Act (FOIA) request. QUESTION(S) #3 I was unable to attend yesterday s site visit.� Was the site visit mandatory to bid on this project?� We would still like to bid on this project if possible.� ANSWER(S) #3 Per FAR 52.237-1 - Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. QUESTIONS(S) #4 For company like mine can we please schedule a�a site visit since we were unaware�of the last one? No further sight visits will be scheduled. This requirement was posted on Contracting Opportunities on April 17, 2020 and potential attendees were to respond by April 24, 2020 if they intended to attend the site visit. QUESTION(S) #5 We just came across this project and see that there was already a site visit which we missed. Is there a possibility�of us setting one up as we are interested in submitting a price. Thanks for your consideration. ANSWER(S) #5 No further sight visits will be scheduled. This requirement was posted on Contracting Opportunities on April 17, 2020 and potential attendees were to respond by April 24, 2020 if they intended to attend the site visit. QUESTION(S) #6 Unit will be provided with a Non-Fused Disconnect with a 5,000 Short Circuit Current Rating. Is this acceptable for the circuit breaker requirement and high fault rated control panel? The specification calls for a skid mounted buffer tank. What is the size requirement (Gallons) of the buffer tank for the system? We need this to produce the proper size. They call for it to be skid mounted this will present structural work engineering drawings and there is no guarantee the roof can hold the weight of this buffer tank.� Can the buffer tank be mounted in the mechanical room? If an indoor buffer tank is not allowed how to do scope out the work if we price out and hire a structural engineer and they determine an exterior skid mounted buffer tank will not work. How long can the chiller be down for replacement? Are wind load tie downs required? There are none on the current machine? ANSWER(S) #6 From Buss to the unit needs to be all new equipment and wiring rated for the appropriate amperage as per the chiller specifications. The buffer tank should be mounted in the service bay, let the structural engineer determine an exterior skid mounted buffer tank will or will not work. The chiller serves as a back-up for the operating rooms (OR s) we can maintain the proper temperatures for standard operations and procedures. The Glycol Chiller was added so we can perform open heart surgeries, which we aren t performing at this time. Wind load tie downs will be determined by the current codes that that are In place, we currently have vibration isolators bolted to the existing frame and chiller. Wind loads are calculated by Mami Dade standards. COMMENT All questions or inquires must be submitted no later than May 6, 2020; NLT 2:00 PM EST. No further questions will be answered.
