Description
Pre-Solicitation Announcement The U.S. Fish and Wildlife Service (USFWS) Region 6 will be issuing a Request for Proposal (RFP) to rehabilitate the J. Clark Salyer National Wildlife Refuge Headquarters Access Trail as described in the project specifications and drawings. The J. Clark Salyer National Wildlife Refuge has an asphalt trail that is approximately 665 feet with extensions and is located near the headquarters building. The trail has normal condition wear, including foliage issues. Attached to the trail is the boardwalk and picnic shelters that have deteriorating conditions. The work consists of selective site demolition, boardwalk repair, site clearing, (Excavation, Fill and Compaction), Asphalt Paving and Gravel surfacing as well as repair of damaged areas from construction, including but not limited to: topsoil replacement, seeding, site conditioning, and/or damage to other property not outlined in this project. Details of the work are as follows: horizontal baluster removal (est. 248LF), boardwalk top rail removal (est. 248LF, asphalt removal with patch of concrete (est. 440SY), remove edging (est. 200LF), grubbing side of trail (est. 600SF), picnic area trail, structure, and pad removal (includes topsoil and all other work (est. 700LF of trail), top rail installation (est. 248LF), vertical baluster installation (est. 248LF), saw-cut asphalt (est. 56SY), gravel saw-cut 5� replacement (56SY), Geotextile (est. 3420SF), lay gravel trail (est. 570SY), apply crack sealant, and apply surface overlay (est. 592SF). This procurement action will be solicited as a total small business Set-aside. The NAICS code is 237310 Highway, Street, and Bridge Construction with a small business standard size of $36.5 Million. The estimated period of performance is 110 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the site conditions. This requirement is being procured in accordance with FAR Part 36 Construction and Architect-Engineer Contracts and FAR Part 15 Contracting by Negotiation. The solicitation package number (140F0620R0021) will include the Solicitation Forms (SF1442), Specifications, Drawings, Project Submittal List, and the applicable Department of Labor Wage Determination. These documents will be posted to https://www.betasam.gov and available on https://www.fedconnect on or about May 23, 2020. The contractors must have a current registration in the System for Award Management (SAM) in order to participate in this requirement. SAM registration is free and can be accessed at http://www.sam.gov. The date, time, and point of contact information for the pre-proposal site visit will be included in the solicitation package. Prospective bidders are encouraged to visit the work area in order to examine the existing conditions. Failure of the contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government.
