Description
SOLICITATION NOTICE OF TIERED EVALUATIONS TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation including the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. INTRODUCTION: The Department of Veterans Affairs (VA), Office of Construction and Facilities Management anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for this Construction project. Project documents have been prepared by an independent Architect-Engineer firm. PROJECT DESCRIPTION: The Massachusetts National Cemetery Phase 4 Expansion project will comprise the fourth construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing undeveloped land. The project will develop approximately 20 acres of land and will include approximately 12,000 gravesites including both casket and cremation sites in new burial sections. Additionally the project responds to operational needs of the cemetery by the construction of a vehicle storage building of approximately 12,00 SF as well as various other repairs in and around the maintenance complex, repairs to existing columbarium units, the addition of a rostrum and assembly area, select road paving throughout the cemetery, expansion of the irrigation system, the addition of a cortege lane and information booth adjacent to the administration building as well as other repairs in and around the administration building This project will provide for the following elements and features: (a) Interment Areas (Burial Sections): (1) Casketed Remains: - approximately 4,000 total pre-placed crypt full casket gravesites - approximately 300 total over size pre-placed crypt full casket gravesites - approximately 290 total traditional full casket gravesites (2) Cremated Remains: - approximately 6,000 in-ground cremain sites - approximately 1,500 columbarium niches Access Roadway Expansion and roadway improvements Construction of a rostrum and public assembly area Restoration of existing columbarium niches Grading, drainage, and landscaping Signage and site furnishings New irrigation well and well improvements Extend irrigation into new burial sections compatible with existing system GPS/GIS Renovations to existing administration, maintenance and restroom facilities Construction of an additional cortege lane Construction of an information booth Construction of a material storage facility Construction of an equipment storage facility utilities as required Furthermore, there are seven bid Add Alternates consisting of Replacement of: Concrete Caps with Bluestone Caps; Material Storage building (3-BIN); Roadway 1; Maintenance Building-Restrooms; Metal Roof Replacement; Upgrade Irrigation controllers; Hard Wire Solar Irrigation Controllers. The period of performance is expected to be 730 calendar days from Notice to Proceed. In accordance with VAAR 836.204 Disclosure of the magnitude of construction projects is between $20,000,000 and $50,000,000. No RFIs are accepted at this time. No solicitation exists at this time. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15 and will be evaluated in accordance with the procedures listed in the solicitation.
