- Notice Type: Special Notice of Intent to Sole Source This is a synopsis published for informational purposes only. The Network Contracting Office (NCO 17), Regional Procurement Office (RPO) West, 124 E. Hwy 67 Suite 100, Duncanville, TX 75137 intends to award a sole source award for a base and two option years. This proposed action is for the acquisition of a full-service contract for CareFusion Somnostar Windows upgrade to equipment. The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1) resulting in a firm fixed price contract. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541519. Size standard is $30 Million. The proposed source is CareFusion, Inc. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: CareFusion, Inc. is the only available source who provides ability to upgrade sleep lab to WIN10 devices and version 11.4 system components on the Somnostar Equipment. The Somnostar Equipment is proprietary equipment operation of Somnostar products, Somnostar reporting software, Somnostar word documents, channels built, Somnostar NOX and Database SQL workstations and/or Review Stations and management. This maintenance contract includes critical elements including updates to software, firmware, and hardware to ensure safe and secure system performance, and for enhanced performance. CareFusion is the only servicer that provides these updates. Service of the system will also require remote VPN access. CareFusion is the only servicer with a VA approved VPN connection to access, troubleshoot, repair, configure, and update the Somnostar system remotely. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Special Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to any particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. Any offeror capable of providing this service shall notify the Contracting Officer by email within 5 calendar days from the date of the publication of this special notice. Contractors must be registered in SAM (System for Award Management) prior to award for contracts issued after 29 May 2012.� You may contact SAM at 866-606-8220.
