Description
This is a Market Survey to locate a 10-year follow-on contract for the manufacture of and an eight year contract, starting in 2022, for repair of the CH-47-F Chinook Helicopter Flight Data Recorder (6610-015-80-9437) and Interconnecting Box (5895-015-64-9012). Both Items are currently manufactured by L-3 Communications Corporation Aviation. The Army does not possess a complete technical data package (TDP) because the TDP is proprietary to L3 Communications Corporation Aviation. Detailed technical data for the manufacture or acceptance of these units is not available from the Army. Suppliers capable of manufacture and repair of these units must so indicate, by writing to Commander, US Army C-E LCMC, ATTN: RDER-PRA-AB, 6007 Combat Drive, 3rd floor, Aberdeen Proving Ground, Maryland 21005. The response must include documentation such as test results, copy of purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, manufacture and repair, which will be physically and functionally interchangeable with the units from the previous supplier. The successful manufacture and repair facility will be required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Army. This Market Survey does not obligate the Government to award a contract. No telephone responses will be accepted, only responses in writing will be considered. This Market Survey is for informational purposes only and is not a Request for Proposals. The deadline for response to this notice is 30 June 2020 this information can be mailed to the Governments point of contact as follows: The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire Flight Data Recorder (6610-015-80-9437) and Interconnecting Box (5895-015-64-9012) to support the CH-47-F Chinook Helicopter Requirements Description: Flight Data Recorder (FDR) (6610-015-80-9437) is a device that records several parameters of aircraft performance in order to help safety investigators determine the cause of an accident. The recorded data can be used in routine operations to identify maintenance issues or to improve efficiency. The the current FDR performs three functions, collects flight data, records that data, and protects data from loss during a crash. The FDR has a built in Underwater Aucoustic Beacon that provides when activated 90 days of signal. The Beacon battery has a self life of six years. The Interconnecting Box (5895-015-64-9012) allows a unique interface between the aircraft and the FDR. The system meets currrernt FAA regulations. The Government does not possess the technical data package (TDP) for the parts. The TDP is not available for release. This combined contract will be a 10-year (2021) follow-on contract for the manufacture of and an eight year contract, starting in 2022, for repair of the CH-47-F Chinook Helicopter Flight Data Recorder (6610-015-80-9437) and Interconnecting Box (5895-015-64-9012). Requested Response Information: We request sources that can both manufacture and repair the CH-47 Helicopter Flight Data Recorder (6610-015-80-9437) and Interconnecting Box (5895-015-64-9012) to submit information to show that the supplier can, in fact, manufacture and repair, which will be physically and functionally interchangeable with the units from the previous supplier. The successful manufacture and repair facility will be required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Army. At a minimum the support information you submit should include, but is not limited to, the following types of documentation: Questionnaire, documentation such as test results, copy of purchase order if the supplier was a vendor to the listed source or a statement from listed source, or poast performance on contract for the same item listed above. In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number. Notice, Response Due Date, and Points of Contact: This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement (SSA) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
