- INTRODUCTION: The Virginia Army National Guard (VaARNG) is issuing a sources sought as a means of conducting market research to identify parties having an interest in and the resources necessary to provide tactical emergency communications kits to quickly respond and set-up a command post to any natural disaster or unforeseen incidents requiring VaARNG response. The intention is to procure these products and services on a competitive, firm-fixed price basis. � BACKGROUND:�The Virginia Joint Force Headquarters Directorate of Operations (J3) is responsible for leading the Virginia National Guard�s (VaANG) domestic operations response to emergencies and other major events. The J3 directs the Joint Operations Center (JOC) in order to maintain shared situational awareness and facilitate communication between The Adjutant General, The National Guard Bureau and the component commands (VaARNG and Virginia Air National Guard (VaANG)). In order to accomplish this task, the J3 has purchased and fielded over 20 Tactical Communication Kits (TAC KITs). These TAC KITs have been in for over five years and are in need of lifecycle replacements. � OBJECTIVE: The overall objective is for each individual kit, or TAC KIT, to be carried and used as a standalone system.� Therefore, each kit is required to have the equipment, devices and accessories needed to fully function independent of each other and from outside sources.� Each kit is required to be easily transportable by an individual soldier.� Each complete kit must be Transportation Safety Act (TSA) compliant and Buy American Act or Trade Agreement Act compliant.� In addition, it is the intent of the VaARNG to include a service portion for kit and component configuration and software upload prior to delivery. The below core components identify what is included in the TAC KITs currently being utilized. � Core Components: TSA/FAA compliant Battery Back-up systems for commercial and military aircraft with long lasting battery life. Voice-Over-Internet-Protocol (VOIP) sets system Multiple port outlets Ethernet �Point of Entry (POE)� Switch Dual network router which is Wi-Fi enabled Tablet / Thin Laptop Exterior antenna system Carrying case for all components with component slots Key board, mouse & battery Emptied slot in the case for a wireless MiFi NAICS/SIZE STANDARD: The applicable NAICS code for this requirement is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a Small Business Size Standard of 1,250. The Product Service Code is 5810, Communications Security Equipment and Components. All interested parties must accurately reflect their size and socio-economic status if a small business. PROCUREMENT METHOD AND SET ASIDE: After evaluating information received in response to this notice and obtained via alternative means, a determination of procurement method, open market, use of existing contract vehicles, etc., will be made by the Contracting Officer.� The requirement may be set aside (in full or in part) or procured through full and open competition.��� SUBMISSION DETAILS: Interested companies are invited to submit packets for review by the VaARNG.� In order the information submitted provides sufficient data for the government to review, the following should be included: � Company name, mailing address, email address, web site address, telephone number, and point of contact; Tailored capability statement, no more than five pages, addressing potential solutions, including commercial-off-the shelf (COTS), commercial products requiring slight modification or non-commercial products, available to meet the objective and overall intended use described above.� Reasonable delivery time period (i.e. 30 days, 2 months, etc.) after award, needed in order to supply an end product; Relevant (same or similar) past performance over the last three years; and Company DUNs and CAGE numbers. � RESPONSE TIME AND DATE: The deadline for response to this request is no later than 1:00 pm, EST, May 15, 2020.
