Notice of Intent to Sole Source Solicitation Number: W912LC-20-Q-0037 Sole Source FAR Reference: FAR 13.106-3(b)(3)(i) A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 611699. The size standards defined by the U.S. Small Business Administration is $12.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Our research found that Community College of Aurora Disaster Management Institute is the only location with a facility and capabilities meeting the requirements of the government.� Anyone with different information may submit it to the COARNG. All responsible sources may submit a capability statement and any contrary information to the contracting officer before the notice end date. If no affirmative written responses are received by 7:00 AM (Mountain) on May 27, 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The Colorado Army National Guard is not responsible for any costs incurred by responding to this notice. Colorado Army National Guard intends to award a sole-source, Firm-Fixed Price contract with Community College of Aurora, 16000 E Centretech Pkwy, Aurora, CO 80011-9057. The purpose of this acquisition is to purchase facility rental, role players, training support staff, training equipment, scenario execution, and training site preparation for realistic disaster management and rescue training, including above and below ground extrication and medical treatment activities. PERFORMANCE WORK STATEMENT (PWS) For Venue Rental Contract for 12-14 June 2020 The contractor shall provide all required personnel, facilities, equipment, tools, materials, supervision, and quality control necessary to provide 40 role players with moulage in accordance with the Performance Work Statement and Quality Assurance Plan � The North American Industry Classification System (NAICS) code assigned to this procurement is 611699 and the Product Service Code R429. Period of Performance 12-14 June 2020 � Place of Performance Within 50 miles of the Denver Colorado Metro Area � Requirements The following services are required for the CERFP Training : 12-14 June 2020 CLIN 0001 Collective Training Events (CTE) � The training event will consist of a large exercise area, with one overarching exercise scenario, with multiple areas and events that must be executed simultaneously, that is reflective in size and scope to a real world local area that has been affected by a disaster, impacting 100 people with approximately 180 emergency responders converging on the area. The area shall be large enough to accommodate approximately 300 people. CERFP requires this exercise venue with role players and other equipment (manikins, simulators, rooms) to simulate real world scenarios to prepare personnel to successfully conduct search, rescue, and recovery operations across a range of environments. Training scenarios and requirements are directly related to the CERFP mission. The venue should contain at least one large, multi-story building, with at least 35 rooms, hallways, and underground (tunnel) space in order for personnel to execute and meet training objectives. Training scenarios will be based on specific training tasks as directed by National Guard Bureau (NGB) to meet mission specific requirements. Training will begin at 7:00am and end by 6:00pm Friday, Saturday, and Sunday. CERFP specific element training tasks will be trained on through a variety of exercise scenarios. Training objectives involve: decontamination, search and extraction, fatality search and recovery, medical, and command and control. The scenario will be a 10 kiloton nuclear device deployed over the specific location. There are no lodging or meal requirements by the vendor. CERFP is responsible for providing the training plan to the vendor and the vendor is responsible for supporting the training plan. Exercise Requirement CERFP requires high angle ropes in an urban setting. 3-story brick building, in an urban setting, where bodies can be extricated from the windows, up to 3 stories high, securing to an improvised anchor point. High Angle Ropes is training related to the rope rescue of victims in a vertical environment. CERFP requires an area that is representative of homeless shelter tunnels (confined space) or underground spaces for search and extrication, and area search. Must provide a large confined space, underground (tunnel) space located beneath the building. The space should be at a minimum a large running space enough to equal the distance of a 400-room building, at least 300+ feet. The room should have pipes both large and small, as well as live electrical wires which can make extrication very difficult. The underground confined space should be set as a homeless camp area � providing unique extrication challenges. The underground space should have 2 entry points � one crawl out and one access through the top into the building, in order to create disorientation and communication problems. Ground Level Extrication The building should have several areas which can represent bombing, natural disaster, or partially collapsed structures. The building should have an alley that has been destroyed from a natural disaster, a training lane consisting of at least 32 hotel/apartment style rooms approximate and hallway dressed with aspects of being destroyed similar to those found in a typical event of this nature. The building must realistically hold, at a minimum, 20 dead �mannequins, and the following specifications: Debris should be approximately 5 feet high the length of the lane, 100 yards long, and includes all 32 rooms Debris includes: concrete, large steel sheeting, beds, furniture, clothing and personal effects, wood, wire, trip and snag hazards, hanging hazards. Hallways is graced with emergency lighting casting normal night ops lighting conditions. All windows have been blacked out for night time ops during daytime operations. Smoke machine provides realistic smoldering effects; full smoke black out or is scalable to desired effect while still providing a safe training environment. This is required during extrication of first floor rooms to simulate dust and debris kick up which in turn limits senses. Must provide an area that contains a bombing simulation room.� This is a large commercial area complete with serving lines and kitchen. The bombing room includes:Debris common to a natural disaster, bombing, collapse and the like. Overturned booth settings, tables and chairs, ceiling tiles and all normal set dressings typically found in this type of environment. Smoke and emergency lighting are included. Site must include the ability to operate with the lights on or off. Building Evacuation Must provide a building with access to the first floor for evacuation, and all of the second and third floors will be staged with catastrophic sets that accurately illustrate the damage done by the nuclear device detonation. Meaning, ensuring that each floor represents the scenario of a 10 kiloton nuclear device being detonated in this area. Sets with role players provide a realistic snapshot of a community for soldiers as they work to evacuate a building or homes. At a minimum, 20 roles players will be staged on the second floor, 10 in the underground tunnel, and 10 in the alley. Medical Treatment: Minimum 6 human patient simulators� a human patient simulator is a robotic human that can do everything a normal human can do except stand up and walk.�� The simulator must have realistic medical conditions that can be programmed into them. The simulators must be able to be programmed and reset each day. Simulators must have a knowledgeable operator that can operate them Simulators must be pre-programmed with signs and symptoms associate with the required scenario and injuries Simulators must have underlying conditions that are treated in conjunction with other injuries. Underlying conditions are not specified, but the ability to program or control and change these conditions must be present. Simulations must include medical interventions, depending on the scenario (EKG, CRIC, IV, SHOCK, Needle D, Intubate, chest tube etc.) A bar and a library as well as daycare, workout room, game room are examples of common areas within the building which may have several casualties. Radiological Environment Must provide 8 different types of radiation to use within a building. All rad sources must be placed and should be able to be commonly found in a RAD scenario environment. Rad sources should be placed in a safe but detectable location for team members to detect. A qualified radiation safety officer must be provided to oversee the handling of rad sources. Role Players w/ Moulage40 Role Players per day Vendor must provide safety briefings for all role players CERFP must train in a realistic training environment and role players should be representative of a diverse community. Role players will not bring firearms or weapons of any kind onto the facility.� All alcohol, drugs, or mind altering substances (prescribed or not prescribed by a physician) are prohibited. Role players must not be under the influence of any mind altering medications or drugs while on the facility. Vendor will provide 1 Onsite Manager Vendor will provide 1 Moulage Makeup Artist Vendor will provide the following: 3 Subject Matter Experts as follows - (1) Area Commander, (1) Incident Commander, (1) Operations Section Chief. Qualifications are required to have completed all ICS courses required by FEMA. Preferably, has experience acting in these positions. Vendor provides 1 Patient Coordinator (EMS Coordinator/County Coroner) Patient Coordinator must have the proper training and documentation in order to legally be involved in real life patient coordination. C4 Solutions moulage cards (waterproof) C4 moulage cards are required by the National Guard Bureau. CERFP requirement for Role Players Role players should have the ability to act in the capacity of, should include but are not limited to: Foreign language speaking, psyche issues, and rowdy or riot behaviors. Request role players with real world disabilities to include, but not limited to - cognitive/autistic, blind, deaf, and mobility issues. A variety of role players of this nature are preferred, but not mandatory. In the absence of actual actors with these preferences, role players must have the ability to act out these circumstances. Must provide a bleeding systems that is worn by role players. Bleeding systems mimic arterial bleeds and can be titrated to effect a robust and realistic experience for the down range learner. Manikins 30 Low Fidelity Manikins (dead�s) � DECON capable. Mixed races and sexes � adult and pediatric. Races and Sexes matter to keep the scenario as realistic as possible. Also, CERFP requires different lanes for each sex. High Fidelity Manikins � Each manikin will be pre-programmed to CERFP specs to ensure the highest level of training possible for medical personnel.� Each manikin will answer questions appropriately and they can present with a host of medical and traumatic problems displaying full range of vitals. Each is capable of accepting advanced medical procedures such as pushing meds, starting IV�s, needle decompression, intubation, and shocking. These are required throughout the full day to ensure Medical trains to their Training, Evaluation, and Outlines. Each manikin will be pre-programed to CERFP specs to meet objectives. One (1) Female capable of any obstetrical emergency � imminent delivery and obstetrical complications options. Two (2) High Fidelity Manikins with: Traumatic bleeding amputations. Arm and leg with proper tourniquet placement. DECON capable. One (1) Child Human Patient simulator High fidelity Manikin human body parts Includes hands, legs, heads etc. Each to be identified and placed in a marked and known location prior to the start of each day or iteration as required. Facilities Minimum 300 rooms-fully furnished. This is a firm requirement as the scenario needs to be as realistic as possible in order to maximize training capabilities and ensure that all trained personnel are properly prepared to conduct domestic operations with other state and federal partners. Train as you fight. Underground tunnels with homeless camps. This is needed to provide realistic scenarios for confined spaces. Tornado simulation room with debris, and debris management.� This room must be reset and refit to standards every day of usage. This needs to be done at the end of day, around 6:00pm and must be ready for use by 7:00am the following morning. Three (3) story high buildings (stable) with the capability of conducting high angle ropes rescue. Parking lot to accommodate the entire CERFP footprint. Footprint must be no smaller than a football field and be able to accommodate 29 vehicles and trailers, 208 personnel, as well as room to maneuver. The footprint is used to set up CERFPs lanes of operations. Parking lot must have at least 2 active fire hydrants, in order to run water through the Decontamination Lane. Additional parking to accommodate the Command and Control element, consisting of four vehicles and trailers (about 15� long each). This parking area needs to be able to maintain a distance between the Command and Control element and the rest of the CERFP operational footprint. Resetting and restaging the entire building at the end of each training day to closely resemble the building prior to the beginning of training. End of training day will be no later than 6:00pm and start each morning no later than 7:00am. The entire, same exercise scenario with objectives shall be ran for three consecutive days; Day 1 � training and technique; Day 2 � training and execution; Day 3 � exercise and evaluation.
