- The U.S. Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP) intends to procure, on a sole source basis, preventive maintenance support and coverage for an iScan microarray reader (S/N N0948) and RoMa (robotic manipulator arm) liquid handler (S/N 1803000025) from Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122, United States. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(2); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 811219 and the business size standard is $22 million. 1.0��������� BACKGROUND The Government-owned Illumina Micro-array Scanner performs clinical testing using Infinium genotyping and methylation analysis which are performed using an iScan microarray reader and RoMa (robotic manipulator arm) liquid handler. Genotyping and methylation analysis are genetic techniques used to find and locate the presence or absence of specific changes in DNA sequences on a chromosomal level as well as on a single nucleotide level. LP utilizes this technology to perform diagnostic and research testing of the DNA samples from NIH patients. Results of this testing aid in rendering precise clinical diagnosis for patients with lesions in Central Nervous System (CNS). The equipment must be calibrated accurately and maintained according to the manufacturer�s specifications. Service outage due to equipment failure must be remedied promptly with emergency service to avoid harmful delays to patient treatment schedules. 2.0 �������� SCOPE The Contractor shall provide all labor, material and equipment necessary to maintain and provide preventive maintenance for support and coverage of a Government-owned Illumina Micro-array Scanner with iScan (S/N N0948) & RoMa (S/N 1803000025) components. All equipment maintenance shall be performed onsite and in accordance with the Original Equipment Manufacturer�s (OEM) most current standard commercial maintenance practices. Onsite emergency service shall be provided during standard business hours (defined as 8:00 am � 5:00 P.M. EST, Monday through Friday, excluding Federal Holidays found at http://www.opm.gov/operating_status_schedules) and extended hours (5:00 pm � 9:00 P.M. EST, Monday through Friday) for any issue which cannot be resolved remotely. Software and applications service may be performed remotely as applicable. All travel, labor and related charges shall be included. Software updates and support services (technical services, clinical applications support, remote diagnostics) shall be provided remotely as indicated in section 3.0 below. 3.0��������� CONTRACTOR REQUIREMENTS AND PERSONNEL QUALIFICATIONS 3.1��������� PREVENTIVE MAINTENANCE� The Contractor shall perform one (1) planned preventive maintenance during each 12-month period of performance as identified in section 6.0 below on the iScan (S/N N0948) & RoMa (S/N 1803000025) components. Technically qualified Original Equipment Manufacturer (OEM) trained service engineers shall perform inspections/services. Service shall consist of a thorough cleaning, calibration, adjusting, alignment, inspection, testing, verification and validation for each component of the instrument according to manufacturer�s established service procedures for each preventative visit. The Laboratory of Pathology will then validate the performance of the equipment using a series of quality control materials. All validation records prepared by the Contractor become property of the Government. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 3.2��������� EMERGENCY SERVICE On-site, emergency repair service visit shall be provided during each 12-month period of performance at no additional cost to the Government. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall provide a one (1) day targeted response time for a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for planned preventative maintenance.� All labor and travel shall be included. 3.3��������� REPLACEMENT PARTS� The Contractor shall furnish all required replacement parts at no additional cost to the Government, except for consumables. Parts shall be genuine OEM parts that are new to original equipment specifications. Parts shall be delivered the earliest next business day. 3.4��������� SOFTWARE UPDATES/SERVICE� The Contractor shall provide software service and updates in accordance with the manufacturer�s latest established service procedures, to include telephone access to technical support for use of program software and troubleshooting of the operating systems, at no additional cost to the Government. The Contractor shall receive advance approval for the installation of all software updates and revisions from the Government.� Defective software shall be replaced at no additional cost to the Government. The Contractor shall provide unlimited clinical technical telephone support (24hrs/day, 7 days/week) for troubleshooting for the instrument and clinical application support (M-F 8am-9pm), excluding Federal holidays, by qualified Original Equipment Manufacturer (OEM) trained service personnel at no additional cost to the Government. The Contractor shall have the capability to provide remote, online support. 3.5��������� PERSONNEL QUALIFICATIONS Technically qualified factory-trained personnel shall perform service to the Illumina iScan and the RoMa Instrumentation as covered by this purchase order.� All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this purchase order. 3.6��������� SERVICE EXCLUSIONS The Contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this purchase order. 4.0��������� TYPE OF ORDER This is a Firm-Fixed-Price purchase order. 5.0��������� SEVERABLE SERVICES The services acquired under this purchase order are severable services. Funds are only available for use for the line item to which they are obligated. Unused funds from one period (line item) may not roll over for use in other periods. 6.0 �������� PERIOD OF PERFORMANCE The period of performance shall be for a 12-month base period with four (4) 12-month option periods. Base Period: ��������������������� August 1, 2020 � July 31, 2021 Option Period One: ������� August 1, 2021 � July 31, 2022 Option Period Two: ������� August 1, 2022 � July 31, 2023 Option Period Three: ���� August 1, 2023 � July 31, 2024 Option Period Four: ������� August 1, 2024 � July 31, 2025 7.0��������� PLACE OF PERFORMANCE Onsite services shall be performed at the following location: ��������������� NIH, NCI, Laboratory of Pathology ��������������� 10 Center Dr ��������������� Bldg. 10, Room 3S255 ��������������� Bethesda, MD� 20892 8.0��������� UNIQUE QUALIFICATIONS OF THE CONTRACTOR The Government-owned Illumina Micro-array Scanner with iScan (S/N N0948) & RoMa (S/N 1803000025) components is critical to clinical testing and patient treatment and therefore any malfunctions with the equipment must be diagnosed and corrected quickly. The equipment must be calibrated accurately and maintained according to the manufacturer�s specifications by authorized Original Equipment Manufacturer (OEM) trained service engineers. Service outage due to equipment failure must be remedied promptly with emergency service to avoid harmful delays to patient treatment schedules. Any deviation from the design specifications could result in patient harm and compromise the integrity of data for ongoing clinical and research studies. Preventive maintenance is required to maintain laboratory accreditation with Clinical Laboratory Improvement Amendments (CLIA) and College of American Pathologists (CAP) and necessary to provide the highest standard of performance for complex clinical and scientific instruments used for clinical testing. Illumina, Inc. is the original manufacturer, distributor and service provider for the iScan microarray reader. The RoMa liquid handler is an instrument manufactured by TECAN and customized by Illumina by installing exclusive firmware and software for performing Infinium assays. There are no other vendors that have access to the proprietary firmware and software configuration of RoMa. The current software and hardware set-up for iScan and RoMa components and their performances were validated by the Laboratory of Pathology of CCR, NCI for the clinical testing of patient materials. Any changes in the analytical performance of the above instruments will require extensive re-validation of the assay by the laboratory which may change concordance with previous results obtained during testing of patient material and may delay clinical testing. Therefore, it is critical that the preventive maintenance and service of the iScan and RoMa instruments and their components are performed by qualified technical personnel. Illumina, Inc. is the sole provider of preventive maintenance service, emergency service, proprietary firmware maintenance/upgrades, genuine OEM replacement parts, and OEM-trained technical and clinical support for troubleshooting and diagnosing issues that arise during regular operation of the iScan and Roma systems. The required services are not authorized through any other entity. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in enough detail to allow NCI to determine if the party can perform the requirement. All responses and questions must be submitted via email to Adam Hernandez, Contract Specialist at adam.hernandez@nih.gov. Responses are due no later than 11:00 A.M. EST, Thursday, May 14, 2020 (05/14/2020). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
