Description
Fermi Research Alliance, LLC (�FRA�), manager and operator of Fermi National Accelerator Laboratory (�FERMILAB�), under its Prime Contract Number DE-AC02-07CH11359 with the United States Department of Energy (�DOE�), is preparing a solicitation for the work described herein. The purpose of this presolicitation (draft Request for Proposal) notice is to alert potential suppliers that a formal solicitation may follow this notice. The attached documents under this draft solicitation outline the production plan for a potential subcontract awardee to provide fabrication of the following:�quantity of four (4) each F10110745 SSR2 (Single Spoke Resonator Type 2) COUPLER ASSEMBLIES; and�quantity of two (2) each�F10133762 CERAMIC WINDOW - ANTENNA ASSEMBLIES, for use on the SSR2 325 GHz cryomodule for the PIP-II project. Ceramic disks F10133029 will be supplied by Fermilab. Anticipated Basis for Subcontract Award: It is anticipated that�a firm fixed price commercial subcontract�award�will be�made under a Best Value source selection. Additionally, it is anticipated that the proposal evaluation factors will be more important than price. Specifically, award will be made to that Offeror whose proposal contains the combination of technical factors offering the overall best value to FRA. This will be determined by comparing differences in the value of technical and/or management features with differences in price. Under this evaluation process, FRA is more concerned with obtaining superior technical or management features than with making an award at the lowest overall price. However, FRA will not make an award at a significantly higher overall price to achieve slightly superior technical or management features. The importance of price may increase as the difference in technical ratings decreases. Anticipated Technical Evaluation Criteria are as follows: 1. Pass/Fail (Go, No-Go) Factor - Financial Condition and Capability 2. TECHNICAL PROPOSAL Evaluation Factors Factor 1 - Supplier Capability Subfactors: 1.a Demonstrate ability to meet delivery schedule 1.b Demonstrate experience in performing similar scope requirements 1.c�Demonstrate Manufacturing Capability 1.d Demonstrate Quality Control/Quality Assurance�process Factor 2 - Past Performance Past performance will be evaluated for relevance and for confidence, and performance risk. 3. PRICE PROPOSAL Offeror�s price proposal will be evaluated for reasonableness.
