Description
The U.S. Army Corps of Engineers, New England District is issuing a�PRESOLICITATION�NOTICE for a maintenance dredging of the Wellfleet Harbor Federal Navigation Project (FNP) located in Wellfleet, MA.� This is an UNRESTRICTED announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns as described below.� The NAICS code for this procurement is 237990.� The project is planned to be issued on or about June 2020.� The construction will occur in the fall/winter of 2020 and is expected to take approximately 3 months to complete.� The estimated construction cost is between $1,000,000 and $5,000,000. The Wellfleet Harbor FNP consists of an 10 foot deep Mean Lower Low Water (MLLW) by 125 feet wide from the �outer harbor extending 0.8 mile northeasterly to the town landing and anchorage basin of the same depth with the dimensions of 800 feet by 500 feet at the head of the channel.� The proposed work consists of dredging approximately 162,000 cubic yards (cy) (including required dredge and overdepth) of fine grained sands and silts from the 10 foot entrance channel and 10 foot anchorage of the Wellfleet Harbor FNP. The 10 foot channel and 10 foot anchorage will be dredged to the authorized project depth, plus allowable one foot allowable overdepth. �The mechanical dredge will remove material from the shoaled portions of the Wellfleet Harbor channel/anchorage, and transport the material in scows to the Cape Cod Bay Disposal Site (approximately 15 nautical miles away to the west). The allowable dredging window is between Oct 1 and December 15, 2020.� Additional work includes removal of derelict moorings.� The work will require significant coordination around the tide cycles. �� In order to accomplish all dredging requirements within the specified dredging window it is expected that the Contractor will need to meet a production rate of 77,000 CY per 30 calendar days.� Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District. Additionally, the Government contemplates inclusion of Definitive Responsibility Criteria (similar to the below) in the resulting solicitation. The Government welcomes industry comments on whether the below criteria are appropriate and achievable. Interested firms should demonstrate their project experience, by providing two (2) projects within the last ten years, which meet the following requirements: � Dredging by mechanical means in tidal waters with depths of 10 feet or less, demonstrating a minimum production rate of 65,000 cubic yards in one consecutive 30-day period. � Experience with transportation and placement of dredged material at an offshore ocean disposal site during the months of October through March. This announcement is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. There is not a request for proposals at this time, the solicitation requirements and documents will include instructions for submission and the response date, will be available on or about June 2020.� Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.� The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).� Additional questions may be emailed to the Contract Specialist at Guesley.Lege@usace.army.mil.
