The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements. Rolls Royce is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The period of performance will include one (1) 12-month base period and four (4) 12-month option periods. The overall purpose of the Blendable Borescope requirement is to blend/repair in-situ Pegasus engine blades damaged by Foreign Object Damage (FOD). The contractor should be prepared to provide an average of 15 blends annually based on historical data with a maximum capability to blend up to 36 engines.
