- Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source firm-fixed-price indefinite delivery/indefinite quantity contract to Rolls-Royce Defense Services, Inc., Indianapolis, IN for Borescope Blendable Repair Services to the United States Marine Corps and the Government of Italy for in-situ blending of installed F402-RR-408A/B engines on the AV-8B Harrier. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.� Rolls Royce is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The period of performance will include one (1) 12-month base period and four (4) 12-month option periods. The overall purpose of the Blendable Borescope requirement is to blend/repair in-situ Pegasus engine blades damaged by Foreign Object Damage (FOD).� The contractor should be prepared to provide an average of 15 blends annually based on historical data with a maximum capability to blend up to 36 engines. The services shall include: Inspection of candidate engines and repair of those engines both in the Continental United States and Outside Continental United States within a given timeframe.� The Contractor shall be required to travel to the sites immediately, blend and inspect compressor blades on engines installed in the aircraft and document and photograph the repair. The Contractor must be capable of blending Titanium Alloy Ti 6Al-4V; able to access a 6mm maximum blendable borescope diameter with a 6-inch minimum insertion in the High Power Compressor (HPC) and Low Power (LPC) Section of the engine; capable of measuring and recording damage located within the engine; has a capture system to ensure no possibility of FOD due to tool package; capable of recording digital images of damage with measurement of damage captured on the image; capable of transferring the recorded digital images via electronic mail system; capable of transferring recorded digital images to paper reporting documents; and be able to support a minimum of two borescope efforts simultaneously. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
