Description
Notice of Intent (Sole Source) The U.S. Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to EuroMonitor International Ltd to procure market research database information for a variety of consumer products with ongoing regulatory proceedings and compliance actions. Detailed market information on these products is required to properly inform the Commission before any regulatory or compliance is taken. The EuroMonitor market research database provides a comprehensive breakdown of consumer products sales, retail price, sale trends, company/brand market share, retail distribution channel, and regional source information. The database will provide detailed information on a range of products in the categories of appliances, home and garden, toys and games, apparel/footwear, consumer electronics, and homecare. The majority of products in these categories fall under the regulatory authority of the Consumer Product Safety Commission. CPSC is authorized to enter into contracts for equipment and software required to investigate the safety of consumer products and for improving the safety of such products (5 U.S. C. 2054). CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at cfleming@cpsc.gov by 2pm Eastern Time May 20, 2020. No phone calls will be accepted.
