The United States Army Contracting Command � New Jersey, on behalf of the Combat Capabilities Development Command � Armament Center (CCDC-AC) at Picatinny Arsenal, NJ is conducting market research to determine the capability of businesses to provide Engineering, technical, logistics, and management support services for the CCDC-AC Artillery Fire Control Systems Division Support. DESCRIPTION: The U.S. Army Contracting Command, New Jersey (CCNJ) is issuing this Sources Sought Notice on behalf of the U.S. Army Combat Capabilities Development Command � Armament Center (CCDC-AC) to determine if there are interested and qualified small businesses and expertise to assess capabilities to provide support for Indirect Fire Control Systems, Artillery Fire Control Systems, Fire Control Software, Small Arms Fire Control, Optics and Firing Table support, for the below effort.�� The Contractor shall provide all personnel, equipment, material, tools, supervision, quality control, and other items necessary to provide engineering services to support on-going development projects that support Fire Control & System Technology Directorate.� The work shall consist of design, development, production support and sustainment for mechanical and electromechanical components of fire control and chemical detection systems.� The contractor shall have the capabilities to provide and support enhancements to fielded items. The majority of the effort includes Fire control related items and products.� The coding on these projects shall be done in Java programming language, but portions also include FORTRAN, C/C++, C# Visual Basic.net., ATLAS, LabView, Lab Windows CVI, Test Stand, Test Studio, IRWindows, Python and other emerging software languages. The Contractor shall be required to have extensive experience in all the above listed languages. The Contractor shall have considerable experience and expertise in the life cycle support of Artillery Fire Control Systems. The Contractor�s responsibility shall include but is not limited to� Fire Control Science, Technology, Engineering and Logistics Services and Support technical systems engineering analysis and basic scientific studies of fire control systems and performance under Task Areas Information Technology Services; Enterprise, Design, Integration, and Consolidation; and Systems Operation and Maintenance. The Contractor shall provide task specific assistance in applied research, engineering analysis, program design, software development, documentation, and training. The Contractor shall develop software using a variety of productivity tools that enable fielding the products in a multi-platform environment. The software shall be targeted for multi-user applications in a network environment employing state-of-the-art use of Graphical User Interface (GUI), graphic display, database, visualization, map and animation technology, using object-oriented programming concepts. This effort may be performed at either the Contractor�s facility with no Government Furnished Equipment (GFE) or on site at Picatinny Arsenal or another government location which has the required equipment. The Government may provide technical data or GFE to support this effort based on the current availability. The Contractor shall possess experience in development of relevant Department of Defense (DoD) compliant products. The applicable NAICS Code for this requirement is 541330 with a Small Business Size Standard of $30,000,000.00. The Product Service Code is 1230. Businesses of all sizes are encouraged to respond; however each respondent must clearly identify their business size in their capability statement. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement demonstrating ability to support the above effort. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Each potential source is requested to provide brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements described above. In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.). All data should be sent at no cost to the US Government. The Army is not seeking, and will not accept, unsolicited proposals. Responders are advised that the U.S. Government is not responsible and will not pay for any information or administrative costs incurred in responding to this notice. All submissions are requested to be made within 30 calendar days from the date of this publication, via electronic mail to both Points of Contact (POCs) for this action. Respondents will not be notified of the results of the survey. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No solicitation document exists. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure these items, nor does the Army intend to award on the basis of this Sources Sought/Market Survey or otherwise pay for the information requested. Interested parties are invited to indicate their interest by providing a document outlining their capabilities based upon the above description. This Sources Sought Notice for information purposes only, and not a pre-solicitation notice, nor a request for proposals.� If a formal requirement is generated at a later date, a pre-solicitation notice will be published.
