- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 1,250 employees. AFRL requires a multi-diode laser system with the follow specifications: System considerations: laser system External cavity diode lasers must be manufactured from solid metal design in a �puck� configuration Alignment-free, grating-stabilized lasers Narrow linewidth, optimized stability against temperature variations, vibrations and acoustic noise (eigenresonance of grating holder > 3.5 kHz) Resonator design should have virtual pivot point for increased mode hop-free tuning (>5 GHz for 650 nm) laser diodes should support fast modulation, AC and DC coupling optomechanics for beam angle compensation high quality fiber optics for high fiber coupling efficiency System considerations: electrical system Touch display controls and knobs for feel and software upgradability Low current noise: 1 hr warmup Long term laser stability: 1 hr warm-up CPU and FPGA control for scanning and locking Interface over Ethernet and USB. Graphical interface for remote control via computer DLC MDL PRO: Multi Diode Laser system platform base Configurable multi tunable diode laser system Requires at least one of the configurable laser modules MDL DL pro, MDL DL pro HP, MDL DFB pro or at least one pre-configured laser module MDL pro XXX or MDL pro HP XXX Supports up to four laser modules Drawer system with full extension May be mounted in standard 19-inch rack with 500 mm or 700 mm depth (4 post rack required) Sub-rack 19-inch platform for laser modules MDL DL PRO: Multi Diode Laser system Configurable module DL pro Design wavelength: 650 nm Module for DLC MDL pro External cavity optical worst-case power after isolator lasing at 650 nm: 35 mW Includes DLC pro or 2nd laser upgrade for it DL pro for 5.6 and 9 mm diodes, grating stabilized diode laser in pro design Laser diode is specified, integrated and the complete system tested by TOPTICA Frequency stability 4 kW/cm^2, max 40 W cw Can be integrated DL pro, MDL pro, DFB pro L, TA pro, BoosTA, BoosTA pro MDL DL PRO HP: optical Multi Diode Laser system Configurable module DL pro Design wavelength 455 nm Module for DLC MDL pro Includes DLC pro or 2nd laser upgrade for it For flexible customization and configuration Includes laser diode and isolator grating stabilized diode laser in pro design Parameters (depending specific selection): center wavelength, coarse tuning, max output power (ex fiber), mode hop free tuning 20.. 50 GHz, linewidth <150 kHz for <600nm, else <500 kHz, frequency stability <100 MHz/K, no diode change by customer possible Laser diode is specified, integrated and the complete system tested by TOPTICA Frequency stability << 100 MHz/K Laser resonator machined from a solid block for enhanced acoustic, temperature and alignment stability and narrow linewidth Alignment-free coarse tuning Ideal virtual pivot point for mode hop free tuning Fast Modulation (AC & DC coupled) Beam angle compensation optomechanics. Includes FiberDock suited for laser of this module Extremely stable fiber coupler with all needed degrees of freedom (2 X/Y+Z) Easy flexure based alignment Lowest noise and drift, high resolution current, temperature and piezo drivers Flexible control by integrated CPU & FPGAs for intelligent features: scanning, signal display, locking, relock, FFT, power stabilization Wide scan mode with synchronized data recording for spectroscopy and component testing 7"" capacitive touch display together with four rotary knobs for comfortable and efficient front panel control Graphical PC user interface as well as command based (USB+TCP/IP) interface for remote control The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425 The Government has determined that no other source has commercial offerings that can meet this requirement of cooling and trapping barium ions.� It is believed that this laser system is the only laser system that can satisfy the requirements of the trapped ion lab�s experiments and size weight and power reduction goals. If this system is not procured there will be a halt of future experiments for the Government and will cause the inability to meet yearly program milestones. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2020. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation. �Notice to Offeror(s)/Suppliers(s):� Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.�
