- TITLE: Pre-Solicitation Notice for a Simplified Acquisition of Basic Engineering Requirements (SABER)contract for the National Park Service, Lakewood Major Acquisition Buying Office (LW MABO) State of Colorado. GENERAL: The National Park Service, Interior Regions 6, 7 & 8, intends to solicit a SABER Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle that may be used to accomplish a broad range of minor construction, renovation, maintenance, and repair projects. PROJECT SCOPE AND LOCATIONS: The NPS-Interior Regions 6, 7 & 8, LW MABO, intends to issue a Request for Proposal (RFP) to award a SABER contract for minor construction, renovation, maintenance, and repair projects at current and future NPS Parks, Park Units and locations located in the State of Colorado and including Fort Laramie National Historic Site in Wyoming and Capulin Volcano National Monument in New Mexico. Typical work under the SABER contract will include, but will not be limited to, construction of facilities, interior and exterior facility renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and instrusion alarms, communications, limited interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, and other related work. The contractor shall be responsible for furnishing all materials, labor, plans, tools, transportation, equipment, services and incidentals necessary to complete each task order from conception through completion. The contractor shall be capable of performing multiple simultaneous projects. All work will be accomplished in accordance with individual task order requirements, master specifications, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. PERIOD OF PERFORMANCE: The total period of performance for this SABER contract, to include all options, shall not exceed five (5) calendar years. ESTIMATED MAGNITUDE OF CONSTRUCTION; Task orders will typically range in value from $10,000 to $350,000, each with a minimum task order value of $2,000, and a maximum value of $1,000,000. The total of individual task orders placed against the SABER contract shall not exceed $40,000,000. SET ASIDE: This acquisition has been set aside for HUBZone businesses. Offers received from concerns that are not HUBZone concerns shall be considered nonresponsive and will be rejected. Offerors must have a current registration at beta.sam.gov as a HUBZone business at the time the proposal is received. TENTATIVE DATES: The RFP is anticipated to be issued on or about June 1, 2020 (subject to change) and will be open for a period of 30 days. The Request for Proposal (RFP) will be posted to www.beta.sam.gov under Contract Opportunities (FBO).
