Description

This announcement is to provide notice that the U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Army Combat Capabilities Development Command-Soldier Center intends to negotiate a sole source award under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Meso Scale Diagnostics, LLC. (MSD) at 1601 Research Blvd., Rockville, MD 20850. MSD is the only vendor capable of producing the SECTOR PR2 Model 1800 Instrument and compatible assays for diagnostic purposes.� The PR2 has the following capabilities required by the Government: The PR2 reads ECL immunoassays developed by MSD The PR2 allows for multiple assays to run simultaneously on a single sample. The PR2 provides read-out results within 60 minutes The PR2 allows for a low sample volume (equal to or less than 125uL) of sample per plate well The PR2 automatically display results The PR2 is a plate based immunoassay system capable of reading multiplexed plates The PR2 has a temperature operational range 15-30 C minimum The total number of systems to be delivered to the government is unknown however the Government anticipates purchasing between 5 and 50 systems over the lifetime of the ID/IQ contract. In addition to the systems, the MSD is the only company capable of providing installation, training, and repair services on the PR2 and is the only company capable of manufacturing assays compatible with the PR2. While this notice is not a request for competitive proposals, responsible parties purporting to have the requisite credentials and capabilities to produce the required items must furnish, in writing, factual information, which clearly supports and demonstrates their ability to sufficiently provide these systems, services and supplies. Information must be sent, via email to Susan Ruzicka at susan.e.ruzicka2.civ@mail.mil no later than the closing date and time of this announcement.� Any questions regarding this notice must be in writing only; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer.
