- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) to Negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1)(i), with Polytec, Inc., 16400 Bake Parkway Suite 200, Irvine, CA, 92618 as the only responsible source that can provide a HLV-2000 Hearing Laser Vibrometer and associated accessories. The USAMRICD requires procurement of one (1) Hearing Laser Vibrometer with the following components: (1) Adaptability to the Zeiss OPMI 1 FC and Leica OPMI M655; (2) Very Fine Resolution Displacement Output; (3) Four Channel Data Acquisition System with integrated video and waveform generator; (4) Speculum Adaptor; (5) Micro-manipulator; (6) desktop software with one (1) license seat and two (2) days of training and installation. The Hearing Laser Vibrometer will allow USAMRICD to recreate modulated ultrasound in order to study the bioeffects as the Vibrometer is needed to measure specific acoustic characteristics. The specific system requested by USAMRICD are sold exclusively through Polytec, Inc. There are no other vendors that resell the product. It is unique in that it is the only Vibrometer that can perform the following measurements: (1) Tympanic Membrane (TM) non-contact dynamic measurements in-vivo on humans; (2) Temporal Bone Measurements; (3) Velocity and displacement measurements; (4) Transfer Function Measurements; (5) 25 micron or less laser spot footprints on measurement locations; (6) Full integration with Otology microscopes; (7) Sub nanometer displacement resolution or better on most middle ear tissue; (8) Full signal analysis capabilities; and (9) Technical, Measurement and Service Support. No other vendor has the equipment capabilities related to USAMRICD�s research program. As a result Polytec, Inc. is the only contractor that can provide the HLV-2000 Hearing Laser Vibrometer and associated accessories. The North American Industry Classification System (NAICS) for this requirement is 334516 and the PSC Code is 6650. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Polytec, Inc.
