- The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price bridge contract to George Mason University for a 2-year academic program encompassing 10 pre-medical courses, 24 semester hours of upper level (preferably graduate level) science courses, Medical College Admission Test (MCAT) preparation, academic advising, letters of evaluation, and tutoring services. Intended Recipient: George Mason University, 4400 University Dr., Fairfax, VA 22030-4422 Sole Source Justification: Due to the Coronavirus disease 2019 (COVID-19) pandemic, many disruptions have impacted the logistics and planning for this program. From delays in military students� Permanent Change in Stations to nation-wide state shutdowns, the unknowns have caused a cascade effect on the program�s ability to plan with any degree of certainty. Additionally, these uncertainties have delayed the Government�s ability to issue a new contract vehicle.� As such, it is in the Government�s best interest to issue a bridge contract to continue the current services for the next 2-year cohort of students while the current cohort of students finishes its second year. The bridge effort will have a base period of performance beginning 1 July 2020 and 1 twelve-month option period. This essentially equates to an overall Period of Performance extension on the current contract of one-year. This short term solution will ensure the incoming cohort of students have the time needed to plan their PCS and also ensures this cohort completes all academic work under one academic institution. The requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i). This is NOT a request for Quotes. In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can supply a 2-year academic program per the description above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement.
