- SYNOPSIS: The purpose of this RFI is to conduct Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10.� Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. INTRODUCTION: The United State Marines Corps (USMC), Marine Corps System Command (MARCOSYSCOM), Program Manager for Training System (PMTRASYS), has a requirement to re-engineer the Marine Air-Ground Task Force (MAGTF) Tactical Warfare Simulation (MTWS) program for the purposes of modernization and efficiency improvements. SUBMISSION OF RESPONSES: �Responses are not to exceed fifteen (15) pages (pages shall be 8.5 x 11 utilizing 12 point Times new roman font), and all should be submitted via email to carrie.burton@usmc.mil no later than (NLT) 1500 local time Orlando, FL on 01 July 2020.� Submission email shall utilize the title �PM TRASYS MTWS Re-engineering Development.� NO CLASSIFIED INFORMATION SHALL BE PROVIDED. NO PHONE CALLS WILL BE ACCEPTED. NO EXCEPTIONS.�� If you have any questions, please submit to carrie.burton@usmc.mil NLT than 1500 local time Orlando, FL on 10 June 2020. Emails shall utilize the title �PM TRASYS MTWS Re-engineering Development Questions.� Responses shall be in electronic format.� Please include in your response the following: A cover page that includes your company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 541511 and contact information (please include individual names, email address, and telephone numbers) at a minimum.� � For the development support requested below, please provide a narrative to describe the planned approach to provide support.� Please include any Program and Business Management, Logistics Support, Process Engineering, and General Engineering support services information you feel is pertinent to the development support being requested. � � The rationale explaining why development support, all or in part, is not able to be provided. � The ROM in terms of price on an annual basis. DEVELOPMENT SUPPORT REQUESTED: Below provides a brief overview of the development work being requested to support re-engineering MTWS. Implement re-engineering objectives provided by PMTRASYS Architecture Outdated Coding Languages Inability to Scale Software Code Maintainability Lack of Modularity Hardware Reduction � footprint Database Optimization Insufficient and outdated data management Algorithms User Experience Develop and integrate a Parallel Virtual File System (PVFS) for high speed large data handling operations and storage to increase data throughput and increase data storage capabilities Develop and integrate a Message Passing Interface (MPI) for high speed information communication utilizing and enabling multithreading and multi-processor capabilities to improve performance Develop and integrate a Process Management Interface (PMI) utilizing and enabling multithreading and multi-processor capabilities to improve performance Convert Ada code to a modern code set for easier maintenance Convert code to a modular architecture to reduce code complexity, improve sustainability and provide easier code maintenance Update of current MTWS software and Technical Data Package (TDP) to produce a new baseline for MTWS Create a script and xml schema data architecture to provide easier methods to modify, update or add parametric data prior to or during exercise scenarios Provide methods to modify User Experience displays Provide training to the user community for the updated system Develop and integrate methods to allow for future integration of entity-based simulation systems Convert the database structure to a modern scalable structure � � DISCLAIMER:� This Request for Information is for Market Research purposes only.
