Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22L, is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with IO Environmental & Infrastructure Incorporated. 2840 Adams Avenue Suite 301. San Diego, CA. 92116. This requirement will be used to provide Conex Mold Testing and Clean-up Service located at the VA Long Beach Healthcare Systems (VALBHS). The Spinal Cord Injury Service at VA Long Beach HCS requires Conex Mold Testing and Remediation Clean-up Services at the medical facility. Due to lack of storage, four (4) Conex Containers were supplied to SCI Therapy to store electric wheelchairs. Over time, moisture has accumulated inside the Conex s and has caused mold to grow. VA Emergency Management Service (EMS) and Engineering Service was contacted in regard to the Conex mold cleanup and this type of work is recommended to be procured via contractor services. The contractor shall provide Mold testing and Mold cleanup for this requirement. The end results would be clean and sanitized storage units to continue to safely store SCI Therapy wheelchairs. The four (4) Conex Containers have the following dimensions: 19 6 L x 7 5 W x 7 5 H. The contractor shall provide labor and materials for remediation of mold in Conex containers, sanitation of all interior items, and cleanup of mold in entire four containers. The proposed period of performance will be from 5/20/2020 through 11/20/2020. The total estimated value of this requirement is $12,531.00 This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) and VAAR Part 819.7007 allowing the Contracting Officer (CO) to solicit from one source and award a contract to a verified SDVOSB based on the determination that IO Environmental & Infrastructure Incorporated is a Verified SDVOSB concern and is able to meet the needs of this requirement. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 5/20/2020. The place of performance is as follows: VA Long Beach Healthcare System. 5901 E 7th Street, Long Beach, CA. 90822. The North American Industry Classification System (NAICS) for this requirement is, 562910 Remediation Services. The Small Business Administration size standard for this sector is $22 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
