Description
This posting is the synopsis of a proposed contract action in accordance with FAR Part 5.2 for the purposes of improving small business access to acquisition information and enhancing competition by identifying contracting and subcontracting opportunities. �Any questions about this posting shall be submitted via email to (rita.s.brooks@usace.army.mil) prior to the response date for this announcement.� Proposals are not being requested at this time and no response to this posting will be considered as a response to any solicitation. The Engineer Research Development Center (ERDC) Sustainment Management Systems (SMS) products are engineering-based asset lifecycle management solutions developed by ERDC-Champaign (CERL). The SMS program at CERL is responsible for the research and development of new methods and tools to allow Federal, Department of Defense (DoD), and Component facility managers to efficiently, objectively, and with repeatability develop, deliver, and maintain facilities to meet their occupants' requirements. BUILDER is a web based software tool within the SMS suite that has been recognized by the National Academies of Science as a best-in-class practice for infrastructure management. BUILDER uses enterprise-level business rules to assess the overall condition and functionality of the current infrastructure and provide a single, rules-based approach to inform capital infrastructure renewal decisions based on current and predicted system conditions. The SMS team has a requirement to acquire a license to existing, commercially available costing data that is readily available for import into the existing standardized BUILDER SMS component inventory schema. The BUILDER application will leverage this cost data to generate estimates of component-level repair and replacement work actions and is an essential set of underlying data-points for SMS signature analysis.� The costing data will be used by all DoD agencies that are utilizing BUILDER SMS. Currently the DoD has a total of 1.3 billion square feet (SF) of building assets under management within BUILDER that span a wide range of building types including industrial, administrative, and specialized operational facilities. The contractor shall include maintenance of the existing dataset to update with current market building repair costs on a periodic basis, not less than annually, to include the addition of new cost items.� For reference, the entire DoD buildings portfolio will total an estimated 2.2 billion SF of assets when full BUILDER DoD implementation is complete. The cost data product to be acquired under this contract must provide a replacement unit cost for each item in the BUILDER component catalog (which can be found at:� https://support.sms.erdc.dren.mil/downloads/files/builder-component-catalog-xlsx) and up to 200 additional catalog items annually.� The cost data product must also include a license for use of the data for a period of one year with up to 4 additional option years for the license. The successful offeror will be selected based on the lowest priced technically acceptable offer.� The criteria to be considered technically acceptable will be identified in the solicitation. The offeror must have the capability of storing and using the cost data in electronic form directly in the BUILDER software and shall be capable of updating the cost data annually to reflect current market conditions for building construction materials, equipment, and labor used in building maintenance and repair, restoration and modernization.� In addition, the successful offeror shall have a successful past performance history of developing and distributing reliable building component cost data widely used within the federal building construction and facility management industry for building repair and renovation projects. ERDC-CERL intends to issue Solicitation No. W9132T20R0006 on or about 19 May 2020, with award in accordance with FAR 13.501 for simplified procedures for certain commercial items.� The solicitation will be published online at beta.SAM.gov with response required within thirty (30) days of the date issued.� The associated North American Industry Classification System (NAICS) code is 511210, Software Publishers, which has a size standard of $41,500,000.00.� This is not a small business set aside.� Once the solicitation is issued, all responsible parties may submit a proposal which will be considered by this agency.
