Description
This amendment amends the solicitation as followed: 1. Provides a Site Visit 2. Extends the Bid Opening Date to 23 June 2020 at 10:00AM EST 3. Request for Information (RFI) Responses (28-31) for Building 1285 UST 4. Extends the RFI date to 9 June 2020 Solicitation Number: �N4008520B3300 Project Title:� Building 1285 Replace Underground Storage Tank Location:� Naval Station Newport, Newport, Rhode Island 02841 Solicitation issued as an Invitation for Bid (Bid) and 100% Total Small Business Set-Aside.� The project consists of Base Bid only.� The Government shall award contract to the lowest price, responsive, and responsive bidder.� All documents for the solicitation available at https://beta.sam.gov. Description of Work: Provide equipment, labor, materials, work scheduling, on-site supervision and incidental engineering to remove and dispose of one 2500-gallon fuel oil Underground Storage Tank (UST), associated piping and controls, and excavated soil. Provide and Install a new, UL-listed, rectangular, 2000-gallon, double-walled, fuel oil Aboveground Storage Tank (AST). UST Closure in Place is prohibited. For tank removal the contractor shall apply for a permanent closure application and follow all regulations, to include, but not limited to, 40 CFR 280, NFPA 30, and the State of Rhode Island Rules and Regulations for Underground Storage Facilities Used for Petroleum Products and Hazardous Materials. The removal application and accompanying fee shall be submitted to Navy at least 10 (ten) days prior to tank removal. Contractor will conduct a closure assessment of the UST closure and removal. The closure assessment shall be conducted by, and a Closure Assessment Report prepared by an environmental consultant, in accordance with RIDEM�S UST Closure Assessment Guidelines. Closure Report is due to the Navy NLT 20 (twenty) days after the UST is removed. Draft reports, disposal receipts, final documentation, permits, and Closure Assessment Report to be delivered to the Environmental department. Contractor will not submit reports to the state without Navy review and comment. The new, 2000-gallon capacity, UL 142-listed, double-walled, steel AST shall be placed on a 6-inch concrete pad. The AST will comply with NFPA 30 and RIDEM AST Oil Pollution Control Regulations. Provide the following equipment installed on the tank: Grounding Wire, Fire Valve, Oil Safety Valve, Level Gauge, Overfill Level Alarm, Low Level Alarm, Interstitial Alarm, Primary Vent, Tank Emergency Vent, Tank Interstice Emergency Vent, and a 5-gallon spill container at the fill port. All emergency vents will be UL 142-listed, weighted-lid vents. The level gauge will not be a clock gauge. Tank will be tested per industry standards to assure tank integrity before being placed into service. Any PVC plugs not being replaced by equipment will be replaced with steel plugs. AST will be grounded. All new outdoor fuel oil piping shall be double walled. Contractor will provide tank calibration chart and tank stick for new AST. Three six inch round bollards will need to be placed in front of fuel tank see enclosure for tank and bollard locations.
