- PRE-SOLICITATION ANNOUNCEMENT GOLDEN GATE NATIONAL RECREATION AREA REPLACE GENERATOR ENGINE HOUSING, BUILDING 314 RFQ No. 140P8620Q0029 The National Park Service (NPS), Golden Gate National Recreation (GOGA), located in San Francisco County, California, has a requirement for the replacement of a generator housing at Building 314 in the Presidio of San Francisco. The Contractor shall provide all mobilization, labor, supervision, materials, equipment, site rehabilitation, clean-up, and demobilization. Project work includes, but is not limited to: 1. Procure a 304-stainless steel enclosure to fit existing model. 2. Follow manufactures safety guidelines for loading and transporting unit. 3. Safely unhook all necessary attachments from generator to housing in order to remove existing cover. 4. Safely remove existing deteriorated housing following manufacturer safety guidelines for lifting. 5. Safely set in place new housing, fasten and reattach all necessary generator attachments to new housing. Electrical components from current package will be reused if viable. The project range is estimated to be between $25,000 and $100,000. This procurement is set-aside for Total Small Business concerns only. All responsible sources with Small Business status may submit a proposal which, if timely received, will be considered. The North American Industry Classification System (NAICS) code is 811310; the small business size standard is $8 million. The Government intends to award a single, fixed price contract. The Government intends to award a contract resulting from the Request for Quotations (RFQ) to the responsible Offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The RFQ will be available via electronic commerce only and may be accessed on or about May 6, 2020 at either SAM/FBO: beta.SAM.gov (now referred to as Contract Opportunities) or FedConnect: http://www.fedconnect.net. The due date for quotations will be 15 days after the date of issuance of the RFQ. However, this may be extended at the discretion of the Government. The prospective Offeror is responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ. Site Visit: Due to the Covid-19 Pandemic an organized site visit will not be contemplated. Instead the NPS has provided Photos of generator housing/cover current conditions as referenced in Attachment No. 005 of the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website.
