Q & A SPS Trailer Lease Responders initials: JH-Julio Hernandez, VA Engineering RG-Roschild Grullon, SPS Chief RM-Ron Moody, SPS VA Project Manager JR-Jason Ross, RDC Architects 1. Section 4.1 - Are passthrough / double door sterilizers required as shown in the VA Design Guidelines PG-18-12? ANSWER - Yes, the SPS must meet all VA Design Manual and VA Design Guidelines requirements. RESPOND BY: JH. 2. Section 4.1 - Are vacuum outlets required in decontamination as outlined in the VA Design Guidelines PG-18-12? ANSWER - Yes, the SPS must meet all VA Design Manual and VA Design Guidelines requirements: RESPOND BY: JH. 3. Section 4,1,1,3 & 4.2 - Can a list of required equipment be provided to achieve the 24 trays per hour requested, As an example, there is not a required number of washer / disinfectors or sterilizers. ANSWER - The requirement is not based on the number of washers or sterilizers as the tray capacity per hour is not standard across products. The requirement is the capacity to process 24 trays per hour. RESPOND BY: JH. 4. Section 4.1.1.3 & 4.2 - Trays come in different lengths, widths, and heights, can the government specify a tray size to ensure all bidders are working off the same standard? ANSWER: - 22 x 11 x 5 . RESPOND BY: JH 5. Section 4.1.1.5 - Cut sheets and technical data are required to perform electrical calculations, space planning and providing the correct utilities for the equipment being provided by the Government. When will this information be provided? ANSWER -. VA Equipment Vendor must provide equipment data and requirements to meet needs, RESPOND BY: JR, RG 6. Section 4.1.1.5 - If there is a requirement for an automated cart washer, does the cart washer need to dry the carts and is an instrument cycle that thermally disinfects instruments processed through the cart washer required? ANSWER Yes RESPOND BY: JH 7. Section 4.1.1.5 - Calls for a cart washer and by definition is an automated device that washes case carts and transport carts. During the site walk with Mr. Julio Hernandez we were presented an approved design. Is this the only acceptable design? The reason for this question is the design does not show a cart washer but appears to show some form of manual cart wipe down room (see below item 01). Is the requirement per the RFQ for an automated cart wash or is a manual cart washroom which will require staff to manually hand wipe all carts as shown on the approved design plans acceptable? ANSWER - The requirement is an integrated automated cart washer. Hand washing is not acceptable. RESPOND BY: Julio Hernandez, VA Electrical Engineer Planning & Analysis.& RDC. 8. Section 4.1.1.7 & 4.2 - Upon reading the RFQ and identifying significant gaps, will the full set of the bases of design be shared with all bidders? ANSWER No RESPOND BY: JH 9. Section 4.1.1.3 & 4.2 - Based on the layout handed out at the site meeting and the requirement to process 24 sets per hour can the SPS Chief confirm that only 2 washers are needed? ANSWER - The number of washers needed will be different with different equipment. The requirement is to have enough capacity to process 24 trays per hour. RESPOND BY: JH 10. Section 4.1.1.3 & 4.2 - Based on the layout handed out at the site meeting and the requirement to process 24 sets per hour can the SPS Chief confirm the intent is to hand wipe out containers? ANSWER No. The containers will need to be processed mechanically to achieve thermal disinfection via a washer disinfector or automated cart washer, RESPOND BY: RM 11. Section 4.1.1.6 - Section states that the temporary unit should arrive onsite no later than 6 months. Can the Government provide the actual date which the unit is to be fully commissioned and active for SPS personnel? ANSWER - September 2020. RESPOND BY: JH. 12. Section 4.2 What type of proper security is required? ANSWER - Proper Security is not mentioned in Section 4.2. The Mobile SPS shall meet all VA Design Manual and VA Design Guidelines requirements. RESPOND BY: JH 13. Section 4.2 What are the size of rooms required as outlined in section 4.2? ANSWER - Rooms should be suitable size to meet the requirement of the individual rooms. The overall building requirement is 63 L x 30 W. RESPOND BY: JH 14. Section 4.4.6 The RFQ calls for cameras and DVR system. Is this system to be provided by a non-governmental company? Is the system intended to be tied into the VA security or network system? ANSWER - The cameras and DVR system are requirements of the Mobile SPS to be provided by the vendor. These cameras shall be tied into the VA Security System. RESPOND BY: JH 15. Section 4.4.3 Will the Government be providing softened water? If not, when will a water sample be supplied so that bidder can design an appropriate water treatment system to meet codes? ANSWER - The government will be providing potable cold water only. It is the vendor s responsibility to condition the incoming water supply. AAMI Certification shall be required upon commissioning. Trailer needs to make its own hot water. RESPOND BY: JH. 16. Section 4.4.2 Will the electrical supply be on the emergency electrical branch and if so, how often is it tested? ANSWER - The Mobile SPS electrical supply will be on the emergency electrical branch which is tested monthly. RESPOND BY: JH 17. Section 4.4.5 What is the defined number of telephone ports to be provided? ANSWER - A minimum of 6 telephone ports are required, 2 in the Decontamination Room, 2 in the Clean Room and 2 in the Sterile Supply room. Additionally, a minimum of CAT6 Data Ports are required in the Decontamination Room, 11 in the Clean Room, and 4 in the Sterile Supply Room. RESPOND BY: JH. 18. General Confirmation that all final connections for electrical, water, drain, data, anchoring are by others. Can you confirm? ANSWER YES. GC will provide utilities but no final connections. RESPOND BY: JH. 19. Section 4.7 Service costs are identified in the RFQ as separate and should be reported after the work is completed. Can you confirm that service cost is not to be included with the bid and will be paid for upon individual service requests? ANSWER - Service costs shall be included in the price of the lease. Service costs may only be invoiced separately in cases of damage by the VA staff. RESPOND BY: JH 20. Section 4.7 Can the Government define what service needs to be included within the 2-hour response time? Sterilization equipment, electrical, HVAC, plumbing, etc.? ANSWER - The requirement is a 2-hour phone response time and no more than 8 hours downtime. RESPOND BY:JH 21. Section 4.7.1 Should bidders have a 24x7 365 days per year call center to take calls for service? ANSWER - Service calls could be requested any day or time 24x7x365. RESPOND BY:JH 22. Section 4.7.1 Indicates that technicians should arrive onsite within 2 hours from the time a call is placed. Will a purchase order be issued at the time of the call to authorize the work? If not, what purchasing or contracting mechanism will be put into place to authorize any service needed? ANSWER - See previous response to questions 19-20. RESPOND BY: JH. 23. Design Based on the approved design layout handed out at the site meeting on 4.20.2020 can the vestibules be increased in size as it appears the SPS team cannot open the interior door if there is a cart in the space without leaving the exterior door open? ANSWER - All Ante Rooms are required to allow a person pushing a closed case cart to be located inside the Ante Room with both doors closed. Vendor to provide appropriate size. RESPOND BY: JH. 24. Design Based on the approved design layout handed out at the site meeting on 4.20.2020 how are the racks for the sterilizers returned to the load side? Should there be a return door? ANSWER - There shall be sterilizer racks on both the Clean Room and Sterile Supply Room sides. There shall be no door between the two rooms. RESPOND BY: JH 25. Design - Based on the approved design layout handed out at the site meeting on 4.20.2020 how are the washer manifolds for the washer disinfectors returned to the load side? Should there be a rack return? ANSWER - There shall be washer racks in both the Decontamination Room and Clean Room. There shall be no door between the two rooms. RESPOND BY: JH. 26. Design - Based on the layout handed out at the site meeting on 4.20.2020 and per section 4.1.1.5 the Government will provide the low temp sterilizer. Can the Government show on the approved design where this unit will be located? If this is to be located in room 02, how are sterilized items taken to the sterile side room 04? ANSWER - The low temp sterilizer is located in the Clean Room and items sterilized in the low temp sterilizer shall exit from the Clean Room. Low temperature sterilizers are located in between cart wash and sterilizers on prep/pack side. RESPOND BY: JH, JR and CR 27. Design Based on the approved design there are two doors into the decontamination area. One has the vestibule and one goes directly into shared space and has the required hand wash sink. Can the Government confirm that they want two doors into the decontamination area, one with and one without a vestibule? ANSWER - The Mobile SPS shall meet all requirements of the VA SPS Guidelines which require a separate exit from the Decontamination Room. RESPOND BY: JH. 28. Design Can the Government confirm the intent of room 07 that is sized at 182.43 that is shown on the approved design . mechanical room or expansion room. ANSWER: Room 07Cn be used as a mechanical or expansion room. RESPOND BY: JH 29. Design Per the approved design that was handed out at the site meeting, what is the intent of room 09 which is listed at 250.32 SF. . ANSWER - Room 09 is a connecting corridor to the Hospital and storage of carts. RESPOND BY: JH & RDC 30. Design - Per our conversation during the site walk with Mr. Julio Hernandez we were presented an approved design . One question that came up was is this the only acceptable design? We do not see a requirement within the RFQ indicating this. ANSWER - This is not the only acceptable design. All bids shall include a proposed design. All proposed designs shall be approved by the VA Central Office of Compliance in order to be considered technically acceptable. All bids shall include proof of the VA Central Office of Compliance approval with the submission in order to be considered technically acceptable. RESPOND BY: JH. 31. Design per the approved plans can the Government indicate where the washer and cart washer consumables and detergents are stored and distributed from? ANSWER - That would be dependent on the specific washer and cart washer the vendor proposes. RESPOND BY: JH 32. Design per the approved design the door openings do not match the wall penetrations as shown on sheet AS103. Can the Government confirm the approved design would have a door going into the Pharmacy Department? ANSWER - There is no requirement for a door going into the Pharmacy Department. RESPOND BY: JH. 33. General - Will gastroscopes or endoscopes be processed in the temporary unit? ANSWER; Scopes are reprocessed in G.I. area. RESPOND BY: RG 34. General - There is not a requirement shown for low temp sterilization except for the one unit being brought over by the Government. Is low temperature sterilization required? If so, what type of low temperature sterilization is needed, (ETO, Vaporized Hydrogen Peroxide VHP, etc.) and quantity required? ANSWER -Yes. Low temperature sterilization (Provided by VA) is required and will.be performed in the Mobile Unit. SPS equipment will use Vaporized Hydrogen Peroxide. RESPOND BY: RG. 35. General - Can you define relative security as it is used in the RFQ? Are these door locks, access control, etc. ANSWER - The Mobile SPS shall meet all requirements of the VA Design Manuals and VA SPS Design Guidelines, including those of security RESPOND BY: JH. . 36. General Will the Government be waiving any proximity / distance requirements from the physical building to the temporary building? ANSWER Proximity distance/requirements have already been approved by AHJ. Trailer can be adjacent to existing building corridor. RESPOND BY; JR 37. General Will the Government be waiving any fire rating requirements for the exterior walls of the temporary SPS given the distance from the physical building? ANSWER Fire rating requirements have already been approved by AHJ. Trailers walls needs to be made of non-combustible material. RESPOND BY: JR . 38. General Will there be lightning protection requirements for the temporary SPS? ANSWER Yes. RESPOND BY: JH. 39. General Can the Government confirm that the substrate material of the site location will be fortified to allow for proper tie-downs to meet the 200-mph requirement? ANSWER - The tie-down anchors and straps shall be provided by the General Contractor performing the site preparation. The Mobile SPS vendor shall provide PE structural stamped plans guaranteeing the Mobile SPS meets or exceeds the 200 MPH wind load as part of the bid submission and VA Central Office of Compliance approval documentation. The Mobile SPS plans shall also demonstrate the tie-down locations. The vendor shall provide Revit 2019 or Revit 2020 3D CAD files to the General Contractor to incorporate into the structural anchoring plan. RESPOND BY: JH. 40. General Will a fully designed and engineered fire suppression system need to be provided as part of the design to meet VA, FGI and other codes? If so, will it need to tie into the hospital fire wet system? ANSWER - YES, it should be provided, and it will be tied into the hospital fire wet system. RESPOND BY: Julio Hernandez, VA Electrical Engineer Planning & Analysis. 41. General Are fire extinguishers required to be provided? If so, who is to maintain them? ANSWER - Yes and the vendor shall maintain them. RESPOND BY: JH 42. General Can the Government confirm the devices needed to take the VA guideline TIR34 water quality measurements? Will resistivity be monitored daily? ANSWER Resistivity meter is needed in Decontamination room #2. Allowing staff to capture and record daily readings, Resistivity testing is required to be performed daily in accordance with TIR34, Table 6. RESPOND BY: RG & JC 43. General Can the Government confirm that there is not a requirement to have the hospital building information system for HVAC temp, humidity and pressure tied into the temporary SPS unit? ANSWER - There is a requirement for the temperature, humidity, and room pressure to be monitored and controlled via a bacnet system by the main hospital BIM system., RESPOND BY: JH 44. General Is a digital room to room pressure system required? ANSWER - Yes, in all Ante Rooms, Decontamination Room, Clean Room, and Sterile Supply Room. RESPOND BY: JH. 45. General Will user design meetings be required? ANSWER - All designs must be approved by the VA Central Office of Compliance and submitted with approval documentation prior to the bid deadline. Follow-up meetings after selecting a vendor may be required. RESPOND BY: JH 46. General Will a completed set of engineered and stamped design documents by a Florida approved architect / engineer be required? ANSWER - Professional Engineer (PE) signed stamped plans shall be included in the bid submission to be considered technically acceptable. There is no requirement for the PE to be licensed in Florida as the hospital is a Federal facility RESPOND BY: JH 47. General Is there a requirement for endoscope reprocessing? If so, can an equipment list and updated table of spaces be provided? ANSWER - No, JH. 48. General Can the temporary building exterior shell be constructed of intermodal containers as used by VA Nashville under solicitation VA249-17-Q-0262? ANSWER - There is no requirement for the temporary building exterior shell material if the temporary building meets the 200 MPH wind load requirement. RESPOND BY: Julio Hernandez, VA Electrical Engineer Planning & Analysis. 49. General Are there any limitations to the visual appearance on the exterior of the temporary SPS unit. ANSWER - The temporary SPS shall meet the 200 MPH wind load requirement and be visually presentable in a hospital setting. The proposed exterior visual appearance is subject to the approval of the hospital Facilities Department. RESPOND BY: JH. 50. General The guide plates and equipment list as provided in the VA design guidelines indicate items such as clocks, trash cans, racks, case work and many other items. Can a list of required equipment that is to be provided by the bidders be provided to all bidders? ANSWER - The vendor shall provide all of the equipment listed in the VA Sterile Processing Design Guide PG-18-12 unless otherwise noted in the RFQ documents. , RESPOND BY: JH 51. General - Will the Government use an instrument tracking system, and will the tracking system need vendor supplied monitors? If so, what are the monitor sizes and locations? ANSWER SPS uses SenSitrak Monitors will be mounted on workstations in Cleanroom #1. Data ports will be needed to support Monitors. RESPOND BY: RG . 52. General Can HVAC condensate drain directly to ground, or must it be captured, andI will take to drain? ANSWER - HVAC condensate shall be captured and taken to storm drain near trailer. RESPOND BY: JH. 53. General Is the intent of the temporary SPS to support the assembly of case carts going directly to operating rooms, or will sterilized trays be stored and assembled in a different location outside of the temporary facility? ANSWER -SPS will Assemble and Sterilize trays in Mobile Unit. Then deliver to Sterile Storage (i.e. OR RME Storage room, Clinic Clean RME Storage Rooms). RESPOND BY: RG 54. General What is the minimum interior ceiling height inside the temporary SPS? ANSWER - The Mobile SPS shall meet all of the VA Design Manual and VA Design Guidelines requirements including a minimum ceiling height of 8 feet. RESPOND BY: JH 55. General Is there a requirement to return the site to original conditions prior to the temporary SPS project? ANSWER Yes. This will be done by GC who did the site prep work, not the MSPD Vendor. RESPOND BY: JH 56. General Will external steam be supplied from the VA medical center? ANSWER - No. The VA will not provide hot only cold potable water. RESPOND BY: JH 57. General Per the VA design guidelines, will instrument air and vacuum be required in the prep and pack area? If so, can the government indicate how many are required? ANSWER - Yes, at least one outlet of both instrument air and medical vacuum shall be provided at each prep and pack table within the Clean Room. Also, at least one outlet of both are required at each sink in the Decontamination Room. RESPOND BY: JH 58. General Will the government be performing routine services such as terminal cleaning, floor maintenance and general housekeeping? ANSWER - Yes. RESPOND BY: JH 59. General Can the government confirm that all consumables are to be purchased separately? ANSWER - The vendor is not responsible for consumables after initial start-up. The vendor is responsible for commissioning the Mobile SPS including equipment test and verification on-site and programming hospital specific cycles. RESPOND BY: JH 60. General Can the government confirm that it will only use the winning bidders consumables as this is what the equipment is tested and validated to ensure disinfection and sterility assurance. ANSWER - This cannot be confirmed. RESPOND BY: JHs 61. General - Can the government confirm that the unit and equipment will be returned at the end of the contract in its original condition? If not, what mechanism will be in place to cover government caused damages? ANSWER - It would be impossible for the Government to return the unit at the end of the contract in its original condition as it would have normal wear and tear due to use during the contract. If damage occurs, it is the responsibility of the vendor to follow the standard VA Hospital process to request payment for any damage caused by the government. RESPOND BY: JH 62. General - Can the government confirm that there will not be any modifications to the temporary SPS, or the equipment as supplied under this agreement without the suppliers written approval? ANSWER - Yes, that is the intent of the hospital. RESPOND BY: JH 63. General - Per our conversation during the site walk with Mr. Julio Hernandez, it was stated that the bidders are required to cut in the doors and make all seals on the government-owned building. We do not see this requirement in the RFQ. Additionally, sheet AS103 states that the Contractor to cut openings in existing exterior walls . Can the government confirm and provide the scope of work required for the bidders? ANSWER - Openings in the existing hospital exterior wall shall be cut by the General Contractor performing the site preparations. The vendor shall assist the GC specifically in regard to attaching the Mobile SPS to the existing building. RESPOND BY: JH 64. General Will a full set of the Correct SPS Deficiencies VA project number 545-17-111 be provided to bidders. ANSWER Yes. VA will provide a set of Projects done by RDC if requested. RESPOND BY: JH 65. General Can the Government confirm how many people will be in the temporary space at any given time so that bidder can calculate the BTU load and meet the HVAC requirements? ANSWER Decontamination will have up to 5 people and Cleanroom will have up to 7 people (per shift). In addition the contractor must provide verification of required air changes per hour and pressure relationships via Testing. Adjusting and Balancing Report. RESPOND BY: RG and JC. 66. Is the Mobile SPS required to meet both VA and Joint Commission requirements and guidelines? ANSWER - Yes. RESPOND BY: JH 67. Is the Mobile SPS required to meet the VA Guideline and Joint Commission requiring a continuous visual and audible alarm for pressure, temperature and humidity ranges? ANSWER - Yes. RESPOND BY: JH 68. VA Guidelines require normal and emergency power. Will emergency power be supplied by the VA? Or is the vendor required to provide a back-up generator to operate the entire MSPD? ANSWER - The VA will supply emergency power RESPOND BY: JH 69. Must all locks be 7-pin security locks? ANSWER - Yes. RESPOND BY: JH 70. Does the MSPD need to meet the VA requirement for all SPS entrance doors to be keyed for a swipe card? ANSWER - Yes. RESPOND BY: JH 71. Is the MSPD required to meet the VA requirement of including a fire sprinkler system with a fire alarm system that can be connected to the hospital for direct command of the sprinkler, as well as providing portable fire extinguishers in each room? ANSWER - Yes. RESPOND BY: JH 72. Is the MSPD required to meet the VA SPS Design Guide requirement of four separate and distinct rooms with no means of a staff member moving directly from room to room? ANSWER - Yes, the Mobile SPS shall meet all requirements in the VA Design Manuals and VA SPS Design Guidelines. RESPOND BY: JH 73. Under Item 4.5 of the Solicitation - Can the requirement for being built to withstand wind speed of 200 MPH (with structural anchoring be satisfied with the provision of an acceptable Hurricane Evacuation Plan ? MMIC will provide structural anchoring, but the trailer is already manufactured and is not manufactured to withstand wind speeds of 200 MPH. ANSWER: The requirements for the Mobile SPS is 200 mph wind load. A Hurricane Evacuation Plan is not acceptable without meeting the 200 mph load. RESPOND BY: JH 74. Please confirm that the additional space beyond the 63 x 30 provided in the Amendment to this solicitation can and will be provided if needed as Julio Hernandez told us could be (could use the full length available at the site location)? ANSWER: The additional space above the 63 x 30 ft can be exceeded maintaining the required clearances from gate, outdoor fence and pharmacy warehouse entrances RESPOND BY: JH 75. MMIC s Mobile Sterile Processing System (MSPS) is designed with Prep & Pack Tables with 5 Diopter Magnifier with adjustable swing arm, packing station accessory kits (12 deep shelf, single drawer, storage bin rail and 4 3 Wx6 Dx3 H storage bins and Workstation Accessory Kits (rear support frame, overhead light, and horizontal power strip). Since the MSPS is designed to accommodate up to 5 of these particular Prep and Pack Tables, could they be provided by MMIC rather than the customer as is noted in the Solicitation? ANSWER: MVAH SPS shall provide our own prep and pack stations for the Mobile SPS trailers. RESPOND BY: JH 76. Please provide the Equipment KEY for the layout provided by the facility at the site visit on April 20, 2020 ANSWER: Each Vendor shall provide their own equipment plan to meet the 24 trays per hour requirement of the Miami SPS. RESPOND BY: JH 77. Under Item 4.1.1.5 Miami VAMC will provide the following equipment - Can you provide the specifications for the customer-supplied equipment? (3) Ultrasonic Cleaners Prep and Pack Tables 1- Low temperature Sterilizer ANSWER: SPS will provide Equipment Specifications RESPOND BY: JH 78. Under 4.4.2 of the Solicitation it is mentioned that the Electrical requirements of 480 Volts, 3 phase, 400 amps. Please confirm that there is 800 amps available on site as mentioned during the site visit on April 20, 2020. Is there a total of 800 amps available on site? ANSWER: Yes. RESPOND BY: JH 79. 4.1.1. States that - The Vendor/Contractor shall provide a fully operational mobile SPS trailer that will meet or exceed the requirements of the VA Design Guidelines PG-18-12 Chapters 284 and 285 SPS Sterile Preparations and comply with VA recommendations for sterilization practices. This sterilization process will be tested to meet the guidelines. How will the sterilization process be tested? ANSWER: 1. Commissioning plan: The sterilizers equipment vendors are responsible to install, commission, and test their equipment to certify that the equipment is operating properly. They are also responsible to train the staff on the proper operations of the equipment. They provide documentation that their equipment can operate to meet all VA requirements. 2. SOPS: SPS Service provided SOPs to confirm that the VA staff can meet the process and flow requirements set out by the VA standards. RESPOND BY: RG 80. 4.1.1.6 States that - Vendor shall deliver the modular unit to the trailer site no more than (6) six months after the contract is effective. FGI Section 2.8 defines an SPS trailer as a Modular/Relocatable Medical Unit that is used on a temporary basis as-opposed to a Modular/Relocatable medical unit that is prefabricated and finished off-site and transported to a permanent foundation . How does the VA define modular unit in the above statement, is it a trailer for temporary usage or a modular building for long term use? ANSWER: A trailer for temporary use. RESPOND BY: JH 81. 4.1.1.4 States that - Commissioning includes delivery, on-site setup, on-site testing and on-site training. It is customary for an SPS Trailer Supplier to have De-Commissioning costs due to its temporary nature. Is the absence of De-Commissioning included in the Performance Work Statement indicate that a prefabricated permanent modular building is expected? ANSWER: De-Commissioning needs to be part of the PWS, by Vendor. RESPOND BY: JH 82. Is this correct? ANSWER: Yes, RESPOND BY:JH 83. VA PG-18-9 indicates that that 285 Sterile Processing Service is organized into six function areas: FA1: Decontamination, FA2: Scope Processing Area, FA3: Preparation and Assembly Area, FA4: Sterilization Area, FA5: Receiving, Storage and Dispatch Area and FA6: Staff and Administrative Area. Is an equivalent solution that provides all for these areas except FA2, FA5 and FA6 acceptable? ANSWER: Commissioning plan: The sterilizers equipment vendors are responsible to install, commission, and test their equipment to certify that the equipment is operating properly. They are also responsible to train the staff on the proper operations of the equipment. They provide documentation that their equipment can operate to meet all VA requirements. SOPS: SPS Service provided SOPs to confirm that the VA staff can meet the process and flow requirements set out by the VA standards. RESPOND BY:RG 84. Can you provide a key for the equipment and rooms depicted in the approved SPS unit layout provided at the 4/20/2020 site visit? SPS unit layout that he referenced frequently as being the approved layout. While it has room and equipment designations, there is no key to provide what the equipment and rooms are. In order to be able to submit a proposal that meets this approved layout and the Performance Work Statement that references it a key to the equipment and rooms is needed ANSWER: Key legend for equipment can be provided. The handout layout is for reference or guideline from previous mobile units. Vendor can provide own design and I will submit to Central Office for their review and approval. RESPOND BY: JH 85. 4.1.1. Mechanical states that - A Heating Ventilation and Air conditioning (HVAC) system shall be provided for the trailer. The HVAC system shall maintain a comfortable working temperature and humidity level in the SPS areas while operating in the local climatic conditions. Section 4.5 Mobile SPS Features and Specifications states that the Mobile SPS - Shall meet all FGI Guidelines for Design and construction of Hospital 2018. which includes ASHAE 170 HVAC for hospitals and Healthcare Facilities. Does the SPS unit have to meet ASHRAE 170 design guidelines? If yes, does the VA require the contractor to complete a 3rd party HVAC test and balance per ASHRAE 170 to be conducted on the SPS unit prior to acceptance? ANSWER: Yes, compliance with ASHRAE 170 is required. RESPOND BY: JH 86. 4.1.1. Electrical states that - Connections for utility power and/or auxiliary generators shall be provided with connection cables. Electrical requirements of 480 volts, 3 phase, 400 amps. Based on the 4/20/2020 site visit Julio Hernandez (Miami VA site visit facilitator) it was confirmed that the VA could provide up to 800 Amps. Is this correct? ANSWER: Yes, RESPOND BY: JH 87. What is the elevation difference between the proposed access corridor floor adjacent to the proposed Mobile SPS and the ground level of the SPS site itself? ANSWER:18 inches from finished grade to existing corridor floor elevation. RESPOND BY: JR 4.1.1.5 Cart washer shall be provided as part of this Lease. Is an automatic cart washer provided by a Sterile Processing OEM required or is an area where carts may be washed manually acceptable? A cart washer is required to be part of the SPS trailers in compliance with VA Design Guidelines mentioned of SOT. This was a requirement of SPS and Surgery Chiefs for the MVAH. Miami VAMC will provide the following equipment: (3) Ultrasonic Cleaner Prep and Pack tables One (1) Low temperature sterilizer What are the dimensions and electrical and plumbing requirements of the VAMC supplied equipment? There are no dimensions. The SPS trailers will be provided with an points of connections that feeds the trailers utilities (electrical, water, plumbing and IT) 4.1.1.6 Vendor shall provide: Utility connections for all SPS equipment supplied by Miami VAMC.
