- Notice Type:������������������������������������� Intent to Sole Source Intended Awardee:�������������������������� Federal Employment Law Training Group LLC ��������������������������������������������������� ��������������� 1583 CfPours Drive Suite 100� ������������������������������������������������������������������� Harrison, VA 22802-8310 Title:������������������������������������������������� Performance Management Training and Consultations Solicitation#:������������������������������������ NIH-OLAO-OD-NOI-20200323001 Date:�������������������������������������������������� April 8, 2020 Notice of Intent: The National Institutes of Health (NIH), Office of Director (OD), Office of Research Services(ORS), intends to negotiate with the Federal Employment Law Training Group LLC, on a sole source basis Performance Management Training and Consultations for a base [12-months] �year and two [12-months] option years.� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 611430. The basis for restricting competition is in accordance with FAR 6.302-1 because only one source is reasonably available to satisfy agency requirements. Although there are international organizations devoted to global mental health, IIMHL is the only organization focused on services and development of behavioral health policy, program and service delivery. More specifically IIMHL supports all three aims of the Administrators Strategic Initiatives of Improving the Nations Behavioral Health, Transforming Health Care in America and achieving Excellence in operations, and provides the mechanism and venue for US providers and SAMHSA staff to work with colleagues from other English-speaking developed countries on various behavioral health priorities, including mental health leadership, inclusion and integrating behavioral health into primary care. IIMHL has and is fostering such collaboration on the following issues/Strategic Initiatives � health reform, HIT, prevention, trauma and justice, recovery support, and data outcomes and quality. IIMHL is a �Government-to-Government� initiative funded by the eight participating Governments of each country. Background: The Office of Research Services (ORS) Office of the Director (OD) National Institutes of Health (NIH) provides a comprehensive portfolio of services that support the biomedical research mission of the NIH.� ORS provides diverse services including: laboratory safety, police and fire departments, veterinary resources, the NIH Library, events management, travel and transportation, services for foreign scientists, and programs to enrich and enhance the NIH worksite.� ORS also provides administrative and programmatic support to the Office of Research Facilities (ORF) under a �shared service� model.� The ORS OD provides leadership through the ORS Director and oversight of approximately 534 FTEs and 1600 contract staff. Objective: The purpose of this requirement is to procure the Federal supervisor training and consulting services from the Federal Employee Training Group (FELTG). The FELTG is an SBA-certified woman-owned small business that is dedicated to improving quality and efficiency of the Federal accountability systems by providing training to the individuals who serve our country. Executive Order 13839, issued in May 2018 highlights and strengthens promoting accountability in the federal workforce. Under new leadership, the National Institutes of Health�s (NIH�s) Office of Research Services (ORS) has accordingly prioritized performance management for supervisors to raise the bar on performance and to address performance and conduct issues expeditiously and according to federal employment laws.�� To do this, the director hired a federal employee to serve as her advisor to focus on an initiative to coordinate performance management training and associated services to ORS leadership for 98 supervisors. The ORS Director has been directed to complete the series of trainings for all ORS supervisors by the end of FY20 and to follow the results and impact of the trainings in FY21. The FELTG has provided these trainings to NIH supervisors, developing a familiarity with the complexities of the NIH organization and a employing a time-tested methodology based on printed materials that are under copyright and are therefore only able to be used by FELTG trainers. It was found that several other companies provide these services generally to the Federal government but without access to the specific, Federal-law focused materials developed, vetted, and implemented by FELTG. These companies were Human Resources Institute, Business Training Works, and Government Training LLC. Following an evaluation, it was determined that FELTG best meets ORS� requirements. All interested sources that possess the necessary technical capabilities are encouraged to respond in writing no later than September 6th, 2013. All responses should provide at a minimum: Cover letter/Capabilities Statement illustrating organizations� technical capabilities and expertise, as it relates to the requirements presented in this notice.
