- PRE-SOLICITATION ANNOUNCEMENT GOLDEN GATE NATIONAL RECREATION AREA FORT MASON PIER1-PHASE 1 ENVIRONMENTAL SITE ASSESSMENT RFQ No. 140P8620Q0027 The National Park Service (NPS), Golden Gate National Recreation Area, located in San Francisco County, California, has a requirement for a phase 1 environmental site assessment for Fort Mason Pier One. The Phase I ESA will include an analysis of current and historical conditions at the site with respect to any Recognized Environmental Conditions (RECs); hazardous materials, waste or substances or sites; other related hazardous building materials or component; site contaminants and potential for environmental liability. This procurement is set-aside for Total Small Business concerns only. All responsible sources with Small Business status may submit a proposal which, if timely received, will be considered. The North American Industry Classification System (NAICS) code is 541620; the small business size standard is $16.5 million. The Government intends to award a single, fixed price contract. Award selection shall be made on a Lowest Priced Technically Acceptable determination made after consideration of price and factors other than price. The RFQ will be available via electronic commerce only and may be accessed on or about May 19, 2020 at either SAM/FBO: beta.SAM.gov (now referred to as Contract Opportunities) or FedConnect: http://www.fedconnect.net. The prospective Offeror is responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government.
