- Description
- The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), on behalf of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Mining Research Division (PMRD) intends to award a firm-fixed-price purchase order to a contractor for Human Centered Lighting Development.� All effort in accordance with the attached Request for Quote (RFQ) #20-Q-71648.� � This is a combined synopsis/solicitation for simplified acquisition procedure items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested.� The solicitation number for this requirement is RFQ #20-Q-71648.� � OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTE RECEIVED. Offerors should not assume they will be contacted or afforded the opportunity to revise quotes prior to award; therefore, all quotes should contain offerors� best terms from a technical and price standpoint. All quotes must include the name, address, and DUNS number of the business to be awarded the purchase order as well as the name, phone number, and email address of the person who will accept the purchase order on behalf of the successful offeror. Offerors must cite RFQ #20-Q-71648 on their quote. To be eligible to receive an award resulting from this solicitation, the offeror must be registered in the System for Award Management (SAM) for award of purchase order vehicles prior to award in accordance with FAR Clause 52.204-7. Quotes shall be emailed to Abbie Jemmott, Contracting Officer at ygf3@cdc.gov no later than 11:00am EST May 4, 2020.� No telephonic quotes will be processed.� Evaluation and award of responses shall be performed in accordance with FAR 13.106-2 Evaluation of Quotations or Offers and FAR 13.106-3 Award and Documentation. RFQ #20-Q-71648 is attached to this announcement.� Offerors are cautioned to read all information and follow all instructions contained in the RFQ. Failure to submit all required information may result in a proposal being ineligible for award.� It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Upon evaluation of all quotes, the Government intends to award based on best value. ********� 4/29/2020, This edit is provided to include Q&A�************************************************************ Since the AYO, Luminette and Pegassi already exist, why not just purchase 3 LE�s from one of them? We want to compare commercially-available LE to custom-designed LE that might be more effective. What are the requirements for the safety glass that the miner�s where in the mine itself? The LE will not be worn inside the mine that requires to use of safety glasses. They will be worn before and after the miners are in the mine where safety glasses are not required. With the lighted elements fitting over regular corrective lenses is there a concern the frames will block the light from entering the eye? Yes there is some concern that corrective lenses might block the light. We will likely exclude people wearing corrective lenses if we determine significant light blockage. Will you be able to assign the miner�s that will get the glasses?� The reason I ask is that we are working on a option that incorporates the light emitting from the lenses themselves, so we would need to know the miner�s prescription to create those lenses, then the glasses would be specific to them. We do not plan to assign the glasses to miners. Will the miner�s wear sensors during their shift to determine what circadian inputs they are receiving during the shift?� We can add those sensors to our quotation, they would be worn separately from the glasses, during the shift.� Only the underground metal miners would wear sensors because they will not require MSHA approval. Underground coal miners will not wear sensors because MSHA approval would be required. Does the battery need to be incorporated into the frame of the LE, or can it be contained in a strap that goes behind the head? The battery could be contained in a strap that goes behind the head. It is more desirable to have the batter in the frame of the LE because we believe this will simplify putting on and taking off the LE. There�s a requirement for the ability to adjust intensity, will there also be a require with the ability to adjust the spectra? No requirement that the spectra must adjusted; however, this could be quoted as an option. �******************************************************************************************************************** ********� 5/4/2020, This edit is provided to include Q&A�************************************************************ Would the Government consider an alternative end product or outcome such as portable lighting or wearable lighting in a different form factor than�glasses/eyewear? We will not consider alternatives given the physical and operational constraints we will have when conducting field studies. �********************************************************************************************************************
