- The Government is soliciting comments on the attached Draft Statement of Need (SON) for the Hanscom AFB Energy-as-a-Service (EaaS) Pilot under 10 U.S.C. � 2371b, Authority of the Department of Defense to carry out certain prototype projects, (SP0604-20-9-0413), prior to issuing a Request for White Papers (RWP) in the next 30-45 days. At this time, the Government is seeking feedback on the feasibility and practicality of the objectives and measures of success in the Draft SON. The Government will review submitted comments to assess whether or not to modify the objectives and measures of success for inclusion in the RWP. The RWP will serve as the foundation for the Hanscom EaaS prototype moving forward. The Government will not respond to any comments or questions and will not share any comments or questions publicly.� Hanscom AFB personnel should not be contacted regarding EaaS. The project award process for this effort is as follows: Step 1������������ Release RWP (see attached Draft Request for White Paper) Step 2 ���������� Receive White Papers and down-select to one vendor Step 3������������ Negotiations and Statement of Work with down-selected vendor Step 4������������ Release Request for Proposal Step 5������������ Receive Full Proposal Step 6������������ Award prototype Comments should be sent to RWP@cmgcorp.org by 8 May 2020 at 1500 EST. �� Official membership in the Consortium for Energy, Environment and Demilitarization will be required to respond to the final RWP. Information regarding membership can be found at https://cmgcorp.org/.� ________________________________________________________________ The Government is contemplating issuance within the next�45 days of a Request for White Papers under the authority of 10 U.S.C. � 2371b, Authority of the Department of Defense to carry out certain prototype projects, for a proof of concept, including a business process and demonstration. The proof of concept will focus on resilient facilities and infrastructure supporting the entire energy supply chain for electricity at Hanscom AFB, MA. Formalized membership in the Consortium for Energy, Environment and Demilitarization will be required to respond to the requirement.
