- DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide SmartClear II Pro and related reagents as per below Justification. This proposed procurement is for products and services for which the government intends to solicit and negotiate on a sole source basis to LifeCanvas Technologies located in Cambridge, MA 02141.� In order to comply with the requirements in this Solicitation/Special Note, the responses should be based on our interpretation of the general requirements provided below. Special Note: The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice"" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 10 am, ET, May 15th 2020. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. �Background and Justification for LCT SmartClear II Pro The Unit on the Development of Neurodegeneration (UDN) studies how neuronal degeneration initiates and spreads to affect many cells within whole tissues such as an entire brain. One of our major aims is to be able to visualize disease pathogenesis as it unfolds in the central nervous system of mice. Concurrent with our efforts to develop reporter mice/systems to label affected cells, we have established a reliable pipeline in the lab to stain, clear, and image whole tissues without the need for tissue sections. This enables us to gain a whole tissue view of disease initiation and progression. For example, we can visualize the earliest neurons undergoing stress responses before these neurons die, and within the brain of an organism that did not yet display symptoms. UDN lab members are experts in this type of histological technique and the specialized imaging techniques we need to visualize the cleared tissues we generate. UDN has been studying neurodegenerative diseases in animal tissue for over 3 years and aims to do make breakthroughs in understanding how these illnesses are initiated and progress. There are several ongoing research projects that could benefit from this acquisition. For example, the SmartClear II Pro will aid in the lab�s ability to explore why mutations in certain genes cause selective degeneration of specific neuronal types. Another example is what happens to affected cells in the brains of animals affected by concussive brain injury. The acquisition of an automated tissue clearing system will allow the lab to accomplish a protocol that we are currently performing manually and laboriously in an automated fashion, and in a third of the time. This would allow us to increase our experimental throughput by >2-fold, while freeing up lab talent to analyze resultant data. Description of the supplies or services to be purchased The SmartClear II Pro System, manufactured by LifeCanvas Technologies, is compatible with many tissue preservation techniques across the industry. The methods available with SmartClear II Pro avoid the loss of endogenous fluorescence and tissue shrinkage present in organic solvent-based clearing methods.
